国有企业基层党组织如何把方向、管大局、保落实

【摘  要】国有企业是党领导的国家治理体系的重要组成部分，是中国特色社会主义的重要物质基础和政治基础，是党执政兴国的重要支柱和依靠力量。加强基层党建必须要以新时代中国特色社会主义思想为指导，全面贯彻落实党的精神和党的建设总要求，不断提升基层工作质量，推动党建工作不断开创新局面。论文分析了目前国有企业基层党组织建设中存在的问题，由此探索国有企业基层党组织在实际工作中如何更好地发挥把方向、管大局、保落实的领导作用。

【Abstract】State-owned enterprises are an important part of the national governance system under the leadership of the Party， an important material and political foundation for socialism with Chinese characteristics， and an important pillar and strength for the Party to govern and rejuvenate the country. In order to strengthen grass-roots Party building， we must follow the guidance of the thought on socialism with Chinese characteristics for a new era， fully implement the spirit of the Party and the general requirements for Party building， constantly improve the quality of grass-roots work， and constantly open up new prospects for Party building. This paper analyzes the problems existing in the construction of the grass-roots Party organizations in state-owned enterprises， and then explores how to play the leading role of the grass-roots Party organizations in the actual work of state-owned enterprises in the direction， overall management and implementation.

1 引言

总书记强调：要明确党组织在决策、执行、监督等各环节的权责和工作方式，使党组织发挥作用组织化、制度化、具体化。要处理好党组织和其他治理主体的关系，明确权责边界，做到无缝衔接，形成各司其职、各负其责、协调运转、有效制衡的公司治理机制。基层党组织要发挥好把方向、管大局、保落实的领导作用，应当与企业具体的生产经营、改革发展有机结合，把提升企业经济效益和增强企业竞争力作为落脚点和出发点，将党建工作虚功实做、讲求实效，用高质量的党建推动企业高质量发展。

2 国有企业基层党组织建设中存在的问题

2.1 政治建设有差距

个别国有企业基层党组织理论学习应学未学、学习不及时、到会率不足，专题学习研讨次数少，学习形式较单一……
