新经济背景下企业招标管理工作信息化建设路径研究

【摘  要】随着互联网、大数据、云计算等信息技术的不断发展和广泛应用，我国步入新经济发展时代。新经济背景下，企业对招标管理工作开展信息化建设，能够为企业建立优良的物资供应渠道，从而提升企业的经济效益，因此，促进招标环节的信息化建设具有重要作用。论文简述了企业招标管理工作方式，探究了新经济背景下企业面临的挑战与招标管理工作信息化建设的现状，分析了信息化建设对企业招标管理工作以及企业整体的意义，最后从多方面提出促进企业招标管理工作信息化建设的措施。

【Abstract】With the continuous development and wide application of information technologies such as internet， big data and cloud computing， China has entered the era of new economic development. Under the background of new economy， enterprises carry out informatization construction on bidding management work， which can establish excellent material supply channels for enterprises， so as to improve the economic benefits of enterprises. Therefore， promoting the informatization construction of bidding link has an important role. This paper briefly describes the working mode of enterprise bidding management， explores the challenges faced by the enterprise under the background of new economy and the current situation of informatization construction of bidding management work， analyzes the significance of informatization construction to enterprise bidding management work and the whole enterprise， and finally puts forward measures to promote the informatization construction of enterprise bidding management work from many aspects.

1 引言

新经济是一种包含新技术、新模式的经济体系，引领着企业的发展。招标工作是在明确并公开物资、工程或者服务等要求的基础上，从被邀请参与投标的供应商和承包商中选择合适对象进行交易的行为。目前，我国很多企业的招标管理工作大多为清单计价模式，评标相关工作不够合理。因此，企業应及时转变招标思维，紧跟时代发展潮流，结合市场经济，对企业的招标管理工作进行更加符合新经济时代的信息化建设，利用大数据、云计算等信息技术完善招标管理工作。

2 企业招标管理工作信息化建设概述

企业的招标工作往往会与投标工作一同提及，企业作为招标方，供应商、承包商等作为投标方。招标方式可分为公开招标和邀请招标两种，公开招标企业通过发布招标公告，对一些不特定的法人或者组织进行招标，而邀请招标则是经招标方邀请后进行的，由这些特定的供应商或者承包商进行投标。……
