摘要：在电力工程EPC总承包项目中，采购环节扮演着非常重要的作用，一方面采购环节能够为电力工程设计提供全新的材料输入，另一方面它承担着图纸转化工业实物的作用。施工环节是采购环节的延伸，能够把工业产品进行实物安装并发挥其作用，项目采购环节能够包含从采购前期策划到实施采购、采购执行、设备安装、资料运输等多个环节的全部过程。该文围绕着电力工程EPC总承包项目采购管理展开论述。

Abstract： In the EPC project of power engineering， the procurement link plays a very important role. On the one hand， the procurement link can provide new material input for power engineering design. On the other hand， it undertakes the role of transforming drawings into industrial objects. The construction link is an extension of the procurement link， which can install industrial products and play its role， The project procurement phase can include the whole process from pre procurement planning to procurement implementation， procurement execution， equipment installation， data transportation and so on. This paper focuses on the procurement management of power engineering EPC project.

EPC总承包项目模式的特点是能够包含工程建设项目的设计、采购、施工等不同环节或全过程，发挥着市场机制的作用。这一模式最早起源于美国，后来被广泛运用在电力行业、冶金行业、交通行业等多个领域的项目建设中，我国从1984年开始倡导EPC总承包模式，迄今为止已经有将近40年的发展历程，积累了广泛的经验，取得了不错的业绩基础。然而EPC总承包项目在我国电力工程领域的运用比较少，缺少一定的经验累积，因此有必要对此展开研究和探讨。

1电力工程EPC总承包项目采购管理的重要性

EPC总承包项目中，采购工作是电力工程的重要环节和关键实施步骤，它能够确保该项目设计方案顺利实施，也能确保项目建设具有足够的保障。具体而言，第一，项目采购能够让设计目标更加快速合理的实现，为有关设计者提供具有参考价值的合理数据，让设计方案细化;第二，在项目现场施工中采购的有序进行是施工推进的保障，它能为项目基本施工提供物质资料。……
