精密装备制造企业科技管理模式的研究

【摘  要】精密装备制造业是为国防和经济提供生产、技术装备的制造业，能够提供广义制造业所需的关键设备及零部件，处于制造产业链的顶端，是制造业的核心组成部分，涉及极多的复杂、精密和尖端技术。论文首先概述了精密装备制造企业的特征及现状，并基于传统精密装备制造企业科技管理模式的问题，分别从以持续眼光优化项目、处理技术创新与技术引进的关系、重视并加强风险管控和产学研等方面，就精密装备制造企业科技管理模式的优化提出了建议。

【Abstract】Precision equipment manufacturing industry is a manufacturing industry that provides production and technical equipment for national defense and economy. It can provide key equipment and parts needed by broad manufacturing industry. It is at the top of manufacturing industry chain and the core part of manufacturing industry， involving a lot of complex， precision and cutting-edge technologies. This paper firstly summarizes the characteristics and current situation of precision equipment manufacturing enterprises， and based on the problems of traditional science and technology management mode of precision equipment manufacturing enterprises， puts forward suggestions on the optimization of science and technology management mode of precision equipment manufacturing enterprises from the aspects of optimizing projects with continuous vision， dealing with the relationship between technological innovation and technology introduction， attaching importance to and strengthening risk management and control and industry-university-research， respectively.

1 引言

近年来，我国精密装备制造业的技术研发创新工作取得了大量可喜的成果。数据显示，我国在2019年世界知识产权组织的《专利合作条约》（PCT）框架下申请了58990件专利，超过美国提交的57840件，成为该组织的最大用户[1]。然而与此同时，技术研发与创新是追求投入产出比的，若研发成果无法高效率地转化为产出，创造不出应有的价值，不考虑可持续发展的创新，就会导致研发投入相应减少，进而削弱精密装备制造业的技术研发动力。企业管理人员应根据我国精密装备制造业的特点，探索并优化企业科技管理模式。

2 精密装备制造企业的特征及现状
