新医改背景下医院财务精细化管理初探

【摘  要】随着我国经济不断发展与社会主义改革不断深化，医院财务管理的改革进程也不断加快。在这一过程中，医院要加快财务管理改革的速度，以满足当前我国社会主义市场经济发展的需求。同时，我国的各个行业都在改革下呈现着欣欣向荣的发展趋势，因此，加强对于医院财务的管理尤为重要。论文就新医改背景下医院财务精细化管理进行探讨。

【Abstract】With the continuous development of China's economy and the deepening of socialist reform， the reform process of hospital financial management is also accelerating. In this process， hospital needs to accelerate the speed of financial management reform to meet the needs of the current development of socialist market economy in China. At the same time， various industries in our country are showing a booming development trend under the reform， so it is particularly important to strengthen the management of hospital finance. This paper discusses the fine management of hospital finance under the background of new medical reform.

1 引言

近年来，国家财政对医疗卫生累计投入2427亿元人民币，占财政支出的比例从4.4%提高到了5.7%。中央财政对医疗卫生累计投入655亿元，占财政支出的比例从2.28%提高到了3.19%，而由于当下医院的财务制度缺乏规范性，影响了我国财政支出的效力。

2 新医改背景下医院财务精细化管理的现状

2.1 财务精细化管理意识较薄弱

当前，很多医院的工作人员并没有充分意识到财务精细化管理工作的重要性，导致医院在财务精细化管理方面的水平并不高。由于公立医院属于国家机构，因此，为了更好地为公民提供医疗保护，医院要综合考虑实际情况出台与之相符合的财务政策，进一步提高财务人员的管理水平，更好地落实国家要求的各项财务措施[1]。

2.2 财务精细化管理制度不健全

从公立医院财务精细化管理模式的视角出发，医院的财务管理及收支情况均受到国家宏观经济调控的影响，同时，公立医院的财务精细化管理工作相比较私立医院而言仍然十分烦琐。……
