科研项目经费预算改革的困境及解决对策

【摘  要】目前，国家越来越注重科研机构建设，为开展社会公益项目研究活动提供了基础保障。在科学技术的快速发展中，社会各界对科研项目经费投入力度持续增加，越来越关注项目经费作用的充分发挥。但是，很多科研机构的科研经费管理模式需要进一步创新，缺乏一定的自主性，相关部门需要针对立项、验收全过程进行改革，做好全面审核、监督工作，促使科研人员自主支配项目经费。论文重点分析了科研项目经费预算改革的困境及解决对策。

【Abstract】At present， the country is paying more and more attention to the construction of scientific research institutions， which provides a basic guarantee for the development of social welfare project research activities. With the rapid development of science and technology， all sectors of society have continued to increase their investment in scientific research projects， and are paying more and more attention to the full use of project funding. However， many scientific research institutions require further innovation in scientific research funding management modes and lack a certain degree of autonomy. The relevant departments need to reform the whole process of project approval and acceptance， complete review and supervision work， and encourage scientific researchers to independently control project funding. This paper focuses on the analysis of the dilemma and countermeasures of the budget reform of scientific research project funding.

1 引言

现阶段，为了促进科研机构项目经费预算的精细化管理，政府部门出台了一系列政策方案，为预算编制的科学性提供保障，全面开展预算评估工作，保障科研项目预算执行工作的规范进行，还需要做好绩效评价工作，保障各项资源配置的合理性。因此，科研机构必须加大项目经费预算改革力度，确保各项资金应用的科学性、自主性。基于此，论文阐述了科研项目经费预算改革的重要性，分析了科研项目经费预算改革的困境，总结了相应的解决对策。

2 科研项目经费预算改革的重要性

在现代科技发展中，社会各界越来越注重科研机构的发展，尤其是国家向科技创新投入的资金持续增加，大力实行科研项目经费预算改革，创设满足现代科技发展要求的创新环境，以此构建完善的科技创新体系[1]。……
