河北省人才集聚政策实证分析

【摘  要】人才作用的发挥和人才政策的落实紧密相关。论文对河北省人才政策进行分析，结合现场访谈和调查问卷数据的收集，实证研究了河北省近三年人才政策对人才集聚的效果，结果显示，不同类型人才政策对人才集聚均产生影响，但影响程度各异。人才对人才管理政策、人才激励政策较为关注，而人才吸引政策和人才发展保障政策则产生较小影响。最后提出了河北省进一步完善政策实现区域人才集聚的对策建议。

【Abstract】The role of talent is closely related to the implementation of talent policy. This paper analyzes the talent policy of Hebei Province， and combines the field interview and questionnaire data collection to empirically study the effect of talent policy on talent gathering in Hebei Province in recent three years. The results show that different types of talent policies have an impact on talent  gathering， but the influence degree is different. Talents pay more attention to talent management policy and talent incentive policy， while talent attraction policy and talent development security policy have little impact. Finally， the paper puts forward the countermeasures and suggestions for Hebei Province to further improve the policy and realize the regional talent gathering.

1 引言

进入新时代的中国，对优秀人才的需要比以往任何时候都更为迫切。然而，河北省的人才问题较为突出，一是人才资源流失较为严重。河北省环绕京津两地，在经济发展、教育资源、医疗资源、科技创新等方面均远超过河北，而在京津两地付诸的人力资本投入，其人力资本产出往往较高，人才更能够得到充分发挥。与此同时，人才也获得了更好的发展机遇和生活质量，京津两地对河北省产生明显的虹吸效应，人才不断外流的情况也导致河北省的经济发展动力不足，形成河北省人力资源建设的恶性循环。二是人才发展不平衡。人才发展不平衡与河北省产业结构不合理产业落后密切相关，以钢铁煤炭化工等传统劳动资源密集型为主的产业导致这方面类型的人才较多，而绿色高附加值的第三产业人才较为缺乏，人才层次也以初中级为主，较为缺乏高级人才。……
