信息技术、经济发展与政府舆情治理效率

摘 要：[目的/意义]政府舆情治理效率不仅受内部因素的影响，外部环境因素对其的影响也是显著的。[方法/过程]采用三阶段DEA模型验证信息技术环境因素和经济发展环境因素对政府舆情治理效率的影响，并剔除环境因素和随机噪声的影响，在相同的外部环境条件下，测算我国31个省的政府舆情治理效率，有助于政府舆情治理体系的完善和治理能力的提升。[结果/结论]研究表明：降低东部地区投入冗余量，优化资源配置;提高管理效率，构建政府多部门联动机制;重视环境因素的作用，完善政府舆情治理体系。研究结果以期为政府舆情治理提供建议和参考。

Government Public Opinion Governance Efficiency

——Empirical Analysis Based on Three-stage DEA Model

Abstract：[Purpose/Significance]The efficiency of government public opinion governance is not only affected by internal factors，but also by external environmental factors.[Method/Process]This paper used Three-stage DEA model to verify the impact of environmental factors of information technology and economic development on the efficiency of government public opinion governance.Excluding the influence of environmental factors and random noise，the government public opinion governance efficiency of 31 provinces in China was calculated under the same external environmental conditions.It helped to improve the governance system and enhance the governance capability of the government public opinion.[Result/Conclusion]The results showed that：The government should reduce the investment redundancy in the eastern region and optimize the allocation of resources.The government should improve the efficiency of management and build a multi department linkage mechanism.The government should pay attention to the role of environmental factors and improve the government public opinion governance system.The results of the study are expected to provide suggestions and reference for government public opinion governance.

自媒体时代的来临，使得公众的话语权得到了极大的提升，微信、微博等社交媒体为公众提供了发表言论的舞台。但是，互联网为公众带来便利的同时，也暴露出一系列的問题，比如公众言论的真实性[1]、网络隐私的保护[2]、网络水军的煽动[3]等。这些问题的出现为政府舆情治理带来巨大的压力。2019年4月，国务院办公厅印发了《2019年政务公开工作要点》，要求政府提升舆情治理能力，切实增强人民群众满意度、获得感。一些网络舆情的爆发，不仅会引起公众的不安不满，而且会降低政府的公信力，舆情治理已经成为社会治理的重要组成部分。

随着大数据、云计算、人工智能等信息技术的发展，为政府舆情治理提供了技术支持。……
