“双高”背景下高校行政管理效能提升探究

摘要：2019 年 12 月，教育部正式公布中国特色高水平高职学校和专业建设计划首批建设单位名单，这是国家在职业教育领域的一项重大决策建设工程。高水平的办学能力就需要高水平的管理能力，这就对高职院校信息化建设及行政管理工作提出了更高的要求。本文将主要探究高职院校行政管理中存在的问题，并提出相应的策略。

Abstract： In December 2019， the Ministry of Education officially announced the list of the first batch of construction units of high-level vocational schools and specialty construction plan with Chinese characteristics， which is a major decision-making construction project in the field of vocational education. A high level of school running ability requires a high level of management ability， which puts forward higher requirements for the information construction and administrative management of higher vocational colleges. This paper will mainly explore the problems existing in the administrative management of higher vocational colleges， and put forward the corresponding strategies.

當今世界，信息技术迅猛发展，计算机技术的发展和应用使得高校行政办公方式发生巨大变化，高校教育模式和管理方式也随着信息化建设不断改善，尤其在“双高计划”背景下，顺应时代发展要求，借助信息技术提高高校行政管理服务效率和速度，充分发挥行政管理和信息服务的职能，促进高校教育与管理工作的高质高效科学发展，是值得深入思考的问题。

1 “双高”计划

2019年1月，国务院印发《国家职业教育改革实施方案》，该方案提出将启动实施中国特色高水平高等职业学校和专业建设计划，由教育部和财政部共同研究制定并联合实施，自此，“双高计划”正式启动。【1】3月底，《关于实施中国特色高水平高职学校和专业建设计划的意见》发布，4月初，在全国深化职业教育改革电视电话会议上，李克强总理做作批示并指出：着力培育发展一批高水平职业院校和品牌专业。【2】年底，教育部、财政部公布《中国特色高水平高职学校和专业建设计……
