基于重置成本法的盾构机评估方法研究

摘  要：根据盾构机的特点和关键技术项点，提出了一种基于重置成本法的盾构机评估方法。在传统的时间折旧加里程折旧的盾构机简易评估方法的基础上，根据重置成本法的基本原理，引入技术评估、性能评估和经济评估，建立盾构机技术评价和价值测算体系，达到了盾构机评估科学化、合理化和规范化，提高了盾构机评估结果的准确性和可信度。

Abstract： According to the characteristics and key technical items of the shield machine， a shield machine evaluation method based on the replacement cost method is proposed. On the basis of the traditional simple evaluation method of shield machine with time depreciation plus mileage depreciation， technology evaluation， performance evaluation and economic evaluation are introduced to establish a shield machine technology evaluation and value calculation system to achieve that the evaluation of shield machines is scientific， rational and standardized according to the basic principles of replacement cost method. And the accuracy and credibility of the evaluation results of shield machines are improved.

随着地下轨道交通行业的迅速发展，盾构机作为隧道施工的重要施工装备，已经开始大规模被使用。据中国产业信息网统计，截至2019年12月，我国盾构机存有量已超过2 500台，年产量约500台。根据我国国情，盾构机在一个项目使用后，通常会通过技术改造或维修等方式达到一定技术要求，然后将继续在下一个项目施工，因此二手机交易或者租赁业务市场广阔。但是由于盾构机的使用、维保以及盾构机的机况评估缺乏标准，导致了整个行业内对二手盾构机的机况信任度不高，一定程度阻碍了盾构机的再度流通，降低了盾构机的使用率，并在盾构机租赁过程中对盾构机非正常损耗而造成的索赔造成了阻碍。为此，国内在盾构机的租赁、使用和流转过程中，急需一套完整的、科学的、统一的评估方法，从而建立行业内对盾构机评估的统一认识。

重置成本法作为机电设备资产评估常用的评估方法，通过估算被评估对象的重置成本和各类已存在的贬值因子，然后将各贬值因子从重置成本中扣除，最终得到被评估对象的评估价值。……
