人力资源共享机制新探索

摘  要：这两年，我国不少地方行政服务中心为了提高办事效率，积极实施了“最多跑一次”的改革措施，获得了广大群众的极大肯定和褒奖。然而，有些事务因为部门职责不清，仍然存在踢皮球的现象，而有些事务因为主管不在、材料不足、办事员不精等客观原因导致无法当场办理。为了谨防“最多跑一次”遇到这些“弹簧门”甚至“没门”现象，该文基于现有互联网普及环境对人力资源共享机制进行了新探索，提出了构建“网上帮您办”的共享平台作为“最多跑一次”的补充机制和保障措施，从而真正实现“最多跑一次”，甚至“无需跑一次”。

Abstract： In recent years， many local administrative service centers in China have actively conducted "One-stop Administrative Service" reform for the purpose of improving work efficiency， which have won great praise from the public. However， in some affairs， mutually shifting responsibility still exists due to the unclear functions among departments and some affairs cannot be done on the spot because of some objective reasons such as absence of the supervisor， lack of materials and careless clerks etc. To avoid "One-stop Administrative Service" facing such troubles， this thesis， based on the existing Internet popularization environment， makes a new exploration to promote "Online Administrative Service" sharing platform as the supplementary mechanisms and supporting measures for "One-stop Administrative Service"， so as to truly realize "One-stop Administrative Service" and even "None-stop Administrative Service".

近几年，我国多个地方行政服务中心为了提高办事效率，纷纷开展了“最多跑一次”的活动，有些地方已经落实为具体的行政考评制度，浙江省甚至为此成立了“浙江省最多跑一次改革办公室”这样的“网红”办公室，获得了网民的纷纷点赞。“最多跑一次”这项改革展现了新时代的国家机关形象，更体现了“为人民服务”的本质内涵。我党自创立以来，长期有着“密切联系群众”的优良传统，人民群众始终是我党工作的核心和重点，而“最多跑一次”正好贯穿了“为人民服务”的核心要义，应当作为新时代党员干部的履职箴言。

1  引言

“最多跑一次”是指自然人、法人和非法人组织向行政机关申请办理一件事，申请材料齐全、符合法定形式的，从提出申请到收到办理结果全程只需一次上门或者零上门。……
