我国运动休闲特色小镇全生命周期支撑体系探析

摘 要：在体育强国、全民健身和乡村振兴等多元战略的指引下，面对经济发展新常态和城镇二元分化等现实问题，借助体育消费需求日渐旺盛和镇域经济逐渐激活的东风，国家体育总局正式提出推动运动休闲特色小镇的建设。为进一步推动小镇科学化建设起步和健康化升级发展，探索小镇多元支撑，本文运用旅游地生命周期理论，厘清小镇发展过程中的包括孕育期，成长期，成熟期和衰退期在内的四个发展阶段，并依据其所处各阶段的基础设施、市场环境、产品开发和人才保障等特征，提出各阶段包括产品体系、保障体系和营销体系等在内的运动休闲特色小镇支撑体系。

Abstract：Under the guidance of multiple strategies like sports powerful nation， national fitness and rural revitalization， General Administration of Sports of China announced the construction of sports and leisure characteristic town officially， to further promote the scientific construction and healthy development of small towns with sports and leisure characteristics， the practical path of the whole process of construction and development of small towns is explored. The research uses life cycle theory to clarify the four development stages of small town development， including gestation period， growth period， maturity period and recession period. Based on the characteristics and development emphasis of each stage， combined with literature and case analysis， it clarifies the development strategies of each stage of small town life cycle， such as the corresponding security system， product system and marketing system.

審视我国运动休闲特色小镇的建设和发展情况发现，小镇得到了政策、经济、社会环境等多方位的支持，在全国各地开花结果，成功的运动休闲特色小镇在成熟的道路上昂首阔步越走越远。但是，仍存在部分小镇在“盲目模仿”和“功利化”的失败道路上一蹶不振草草收场，建设过程中“跟风而上”“特色不明”“概念模糊”等瑕疵屡见报端。截止2018年12月31日，96个国家级运动休闲特色小镇中共淘汰整改34个“问题小镇”，小镇的运营管理、专业人才培养、投融资方式等方面仍存在些许问题，制约小镇健康发展[1]。此时，我国的运动休闲特色小镇建设面临着科学化建设起步和健康化升级发展的双重压力。……
