龙家圈街道网格化服务管理工作存在的问题及对策

【摘  要】沂水县自实施城乡社区网格化管理以来，基层社会治理取得了显著成效，但在网格化管理服务的运行过程中也发现了不少问题。论文以沂水县龙家圈街道网格化管理与服务情况为分析对象，摸清网格化运行情况，找准网格化的制约点，以期为下步网格化服务管理工作奠定坚实基础。

【Abstract】Since the implementation of grid-based management of urban and rural communities in Yishui County， the grassroots social governance has made remarkable achievements， but many problems have also been found in the operation of grid-based management service. This paper takes the grid-based management and service situation of Longjiaquan Street in Yishui County as the analysis object to find out the grid-based operation situation and identify the restriction points of grid-based， so as to lay a solid foundation for the next grid-based service management work.

1 主要做法

1.1 健全一张“管理网”

2019年年初，龙家圈街道将网格化管理服务工作纳入街道全年重点工作来抓，成立了网格化服务管理中心，由分管领导兼任中心主任，配备专职工作人员2名，具体负责街道网格化服务管理工作，制定并出台了《龙家圈街道网格化服务管理办法》及网格员专项考核意见，具体负责对该项工作的指导。

1.2 构筑一张“责任网”

按照“方便群众、便于管理、地域相适、规模适度、无缝覆盖”的原则，综合考虑单位、小区（人口、面积）类型、治安状态等因素，将街道划分为80个网格，实现了管理的横向到边、纵向到底。街道在每个基础网格都设有便民中心办公室，常态化开展工作。为真正把服务管理运行起来，街道网格化服务管理中心还建立了街道网格管理微信群，安排专人在群里考勤、下通知，借助“平安临沂”APP下达通知任务、上传信息数据等，将考勤与工作成绩和网格员工资奖补挂钩，对工作不负责的实行责任追究，直至辞退，真正实现管理全覆盖、服务零縫隙。
