新科技背景下加强高校应急能力策略研究

摘要：疫情是对我国应急管理体系和能力的一次大考。高校人口密集，对外交往活跃，是疫情防控的重点区域。在疫情防控常态化背景下，着力提高学校应急管理能力是教育治理现代化的必然要求。本文基于国内外高校应急管理的发展现状，根据应急管理理论，分析了新冠疫情背景下我国高校应急管理中存在的薄弱环节，并提出了针对性的改进策略。

Research on Strategies of Strengthening Emergency Response Ability of Colleges and Universities under the Background of New Science and Technology

Abstract： The epidemic situation is a big test for China's emergency management system and ability. Universities are a key area for epidemic prevention and control because of their dense population and active foreign exchanges. In the context of the normalization of epidemic prevention and control， improving the emergency management capacity of schools is an inevitable requirement of the modernization of education governance. Based on the development status of the emergency management of universities at home and abroad and the theory of emergency management， this paper analyzes the weak links in the emergency management of Chinese universities under the background of COVID-19， and puts forward targeted improvement strategies based on block chain， big data and other scientific and technological means.

近年來，随着环境变迁、社会转型和全球化的深入，全球自然灾害和突发公共事件也随之增加，对人民生命财产安全造成了重大威胁。特别是2019年底突发的新冠疫情对经济、社会发展的正常秩序造成了巨大的干扰。针对当今时代非传统安全问题日益突出、突发事件频繁发生的现状，以习近平同志为核心的党中央把应急管理工作摆在更加突出的位置。2019年11月，习近平总书记主持中央政治局第十九次集体学习会议中进一步要求“积极推进我国应急管理体系和能力现代化”，对提高全社会应急能力提出了新的要求。高等学校是培养社会主义事业合格建设者和可靠接班人的重要阵地，与国家政治、社会生活联系密切。加强高校应急能力建设，有效预防和控制突发事件已成为新形势下高校必须高度警惕的重大课题和面临的一项紧迫任务。

1高校应急管理研究现状

我国对高校突发事件的应急管理研究起步相对较晚。……
