宁夏知识产权质押贷款模式探索

摘  要：宁夏知识产权质押贷款一直采取“评估机构评估+银行贷款+政府补贴评估费”的模式，但运行中一直存在贷款规模小、效率低等问题，通过调研学习重庆市、绵阳市、中山市等知识产权质押贷款示范地区的经验做法，结合宁夏地区实际，探索性提出设立知识产权质押贷款风险补偿资金、完善知识产权融资补贴机制、培育科技金融中介机构等建议，以期推动宁夏知识产权质押贷款良性发展。

Research on the Operation of Intellectual Property Pledge Loan in Ningxia

Abstract：The model of "evaluation institution evaluation + bank loan + government subsidy evaluation fee" has been adopted for the intellectual property pledge loan in Ningxia， but there are still some problems such as small loan scale and low efficiency in its operation， through investigation and study of the experience and practices of Chongqing， Mianyang， Zhongshan and other demonstration areas of intellectual property mortgage loans， in combination with the actual situation in Ningxia， this paper puts forward some suggestions， such as setting up risk compensation fund of intellectual property mortgage loan， perfecting intellectual property financing subsidy mechanism， cultivating scientific and technological financial intermediary organizations， in order to promote the sound development of intellectual property mortgage loan in Ningxia.

1  宁夏知识产权质押贷款模式及发展现状

2013年宁夏通过引进北京连城资产评估有限公司等外地无形资产评估机构，与宁夏银行、石嘴山银行以及宁夏科技资源与产权交易所等本地金融机构建立合作关系，搭建了知识产权质押贷款平台，启动了知识产权质押贷款业务。同时宁夏科技厅联合财政厅设立了自治区科技金融专项，对知识产权质押贷款评估费的90%给予补贴，形成了“评估机构评估+银行贷款+政府补贴”的宁夏知识产权质押贷款模式。该模式一方面解决了宁夏缺少专业的知识产权评估机构导致银行无法界定无形资产价值的问题，另一方面解决了企业以知识产权质押贷款资金成本高的问题。

该业务一经启动，宁夏勤昌滚动轴承制造有限公司就以4项自有发明专利作为质押物，经连城资产评估公司评估、宁夏银行科技支行認可评估结果后，获得了1 000万元纯知识产权质押贷款，实现了宁夏地区知识产权质押贷款的零突破，也标志着宁夏彻底打通了知识产权质押贷款实际操作中各环节的通道。……
