“打开大门搞建设、办事业”“中国对外开放不会停滞”“向世界全方位开放”……党的十八大以来，以习近平同志为核心的党中央统筹国内、国际两个大局，顺应中国与世界深度融合、命运与共的大趋势，把握“开放是国家繁荣发展必由之路”的历史规律，奉行互利共赢的开放战略，推动农业和乡村对外开放不断迈上新台阶、取得新突破、站在新起点。

Since the 18th National Congress of the Communist Party of China （CPC）, the CPC Central Committee with Comrade Xi Jinping at the core has striven to coordinate internal and international imperatives, follow the general trend featuring China’s deep integration with the world and shared future, grasp the historical law that “opening-up is the only way to national prosperity and development”, and pursue an open strategy for mutual benefit and win-win results.It has helped agricultural and rural opening-up to step into new phases, make new breakthroughs and create new starting points.In short, China will always open its doors for development in all respects.

农业对外合作部际联席会议制度：2014年国务院批准建立以原农业部部长为总召集人、由21个部级单位共同组成的制度。

System of “Inter-ministerial Joint Meeting on Foreign Agricultural Cooperation”:The State Council approved the establishment of the system, with former Minister of Agriculture as the convener and 21 ministerial units as members.

2016年，《国务院办公厅关于促进农业对外合作的若干意见》出台；《农业对外合作规划（2016—2020年）》出台。

In 2016, the Opinions of the General Office of the State Council on Promoting Foreign Agricultural Cooperation and the Plan for Foreign Agricultural Cooperation （2016-2020） were rolled out.

2018年中央一号文件：深化与“一带一路”沿线国家和地区农产品贸易关系。加快推进并支持农业“走出去”，加强“一带一路”农业国际合作，提高农业对外合作水平。

No.1 central document of 2018 deepened the agricultural trade relationships between China and countries and regions along the Belt and Road.It supported agriculture in going global with faster efforts, strengthened the international agricultural cooperation along the Belt and Road, and improved the level of foreign agricultural cooperation.

2015年，原农业部颁布《重要农业文化遗产管理办法》，完成中国和全球第一份有关全球重要农业文化遗产的国家级制度文件。

In 2015, the Measures for the Administration of Important Agricultural Cultural Heritage was promulgated by then Ministry of Agriculture as the first national institutional document on important agricultural cultural heritage in China and in the world.

2017年，《共同推进“一带一路”建设农业合作的愿景与行动》对外发布，农业合作成为“一带一路”沿线国家和地区共建利益共同体和命运共同体的最佳结合点之一。

In 2017, the Vision and Action on Jointly Promoting Agricultural Cooperation on the Belt and Road was issued, making agricultural cooperation one of the best cooperation fields for countries and regions along the Belt and Road to build a community of shared interests and future.

“十四五”规划：实行高水平对外开放，开拓合作共赢新局面，推动共建“一带一路”高质量发展。

14th Five-Year Plan explored new situations of win-win cooperation based on high-level opening-up and advanced high-quality joint development of the Belt and Road.
