建立应急防控物资供应链模式设想

摘  要：伴随紧急事件发生常会出现物资短缺、供应渠道不畅等问题，尤其对于一些像医疗用品等特殊物资的供给，因其规格标准具有严格要求，加之生产企业和供应商数量有限，短时间获得大量供应尤其存在困难。文章运用供应链管理模式结合医用物资的生产供应特点，提出了由政府层面组建应急防控物资供应链并发挥指挥协调作用的设想，通过集中整合政府各职能部门和社会分散资源，保障各类应急防控物资顺利获得并及时发送到位。

Abstract： With emergency events， there are often shortages of supplies， poor supply channels and other problems， especially for some special supplies such as medical supplies， because of its strict specifications， coupled with a limited number of production enterprises and suppliers， a large number of supplies in short time is particularly difficult. Using the supply chain management mode to combine the characteristics of the production and supply of medical materials， here puts forward an idea of building supply chain for emergency prevention and control material and playing the role of command and coordination at the government level. Through the centralized integration of government departments and social decentralized resources， to ensure the smooth acquisition of all kinds of emergency prevention and control materials and timely send to the place.

我国从2019年12月湖北武汉发现新型冠状病毒疫情开始，到2020年1月23日10时起政府宣布关闭离汉通道为止的2个月时间，疫情扩散传播速度之快和影响之大都远远超出了人们的想象。在封城初期，武汉经历了一段无论是物资上还是精神上都极为艰难的时刻。负责收治病患的各大定点医院，不仅床位紧张，医护人员连轴工作早已疲惫不堪，更有甚者，医院里供医务人员诊治病患使用的医用口罩、防护服、护目镜等专用防护用具连续数日全面告急，有的医护人员一套装备已经使用一整天也无可替换。一方面，医院患者数量与日剧增，诊治装备严重短缺，有些医护人员通过微博微信等各种途径向社会发出医疗物资求助信息;另一方面，社会各界爱心人士、企事业机构团体等急灾区所急，踊跃捐款捐物，其中不乏大量的医疗专用物资。……
