关于治理大吨小标车辆整备质量违规检测的方案研究

摘 要：针对目前普遍存在的车辆大吨小标问题，本文结合在检查检测站违规检测中发现的问题，详细分析了检测站在整备质量检验中可能采用的各种作弊方法，并针对这些作弊方法提出了行之有效的治理方案。

Exploration on the Plan for the Inspection of the Curb Quality Violation of Large-ton and Small-standard Vehicles

Abstract：In response to the current widespread problem of large-ton and small-scale vehicles， this article combines the problems found in the violation detection of the inspection station， and analyzes in detail the various cheating methods that may be used in the inspection station's curb quality inspection， and addresses these cheating methods proposing effective governance programs.

1 當前形势

无锡货车压翻桥梁的事故惊动了全国，但实际上货车超载造成的伤害远不止这些，更多的是缓慢的，所以并未引起人们足够的重视。

拿京沪高速来说，每公里造价超过一亿人民币，然而通车近两年，就开始大面积维修。为什么？大量的超载车以野蛮的方式碾压路面，使路面与路基的承受负荷大大高于设计负荷，从而造成每年全国上千亿的额外的高速公路维修费用。

另一方面，超载使大货车的刹车距离大幅度增加，紧急情况下方向盘的操控难度大大增加，由此造成的大大小小事故不计其数。治理货车超载已刻下容缓！

按标准设计的货车，超载能力有限。通常情况下，货车的设计超载能力通常为40%到60%。但是在超载20%时，车辆的使用寿命将减少一半。所以给货车结构的加强是提高超载能力又不影响车辆使用寿命的常用方法。但是，这种方法却很容易被识别：因为车辆整备质量将明显加大。

由此不难理解，治理超载的第一步就是控制车辆的整备质量。

2 车辆检验现状

新车上牌需要控制整备质量，已经提了很多年。由于多方面的原因，效果并不明显。很重要的一个原因是对大吨小标的在用车，没有有效的治理手段。……
