农村公路内业资料的编制

摘 要：在公路工程建设中，编制内业资料是非常重要的工作，关乎到公路工程的顺利展开以及公路事业的稳定发展。现在各个行业提高了“责任制”观念，资料管理工作得到高度重视，尤其是一些资料对公路工程的后期维护、维修以及发生事故的时候对责任的确定都起到了决定性的作用。中国的农村公路比较复杂，近年来对农村公路的新建、改建、改造等项目非常多。由于工程量不多，很容易忽视工程内业资料的编制工作。本论文着重于研究农村公路内业资料编制方面的内容。

Compilation of Internal Business Data of Rural Roads

Abstract：In the construction of highway engineering， the compilation of internal business data is an important task， which is related to the smooth development of highway engineering and the stable development of highway business. Now various industries have improved the concept of "responsibility system"， and data management has been highly valued. In particular， some data have played a decisive role in the determination of responsibilities in the later maintenance and repair of highway projects and in the event of accidents. China's rural roads are relatively complex. In recent years， there have been a lot of new construction， reconstruction， and transformation projects on rural roads. Due to the small amount of engineering， it is easy to overlook the compilation of internal engineering data. This thesis focuses on researching the content of the compilation of the rural road industry data.

在工程施工的全過程中，内业资料所记录的信息真实而且详细，在进行工程交付以及评定质量的时候，内业资料是重要的依据。内业资料本身是程序性文件，也是方法性的文件，对整个的工程施工起到指导作用。公路工程的监督管理力度要有所增强，提高公路工程建设效率，就需要强化内业资料的管理工作。特别是农村公路施工中，需要对内业资料从科学的角度分析，根据分析结果进行工程建设，需要对内业资料的编制工作高度重视。

1 农村公路内业资料所发挥的作用

1.1 内业资料是竣工验收的必要条件

农村公路竣工验收中，内业资料是重要的内容。当工程竣工之后，需要接受验收，此时构成项目法人需要将有关单位组织起来编制文件，要求在接受验收之前将所有的文件编制工作完成。如果内业资料没有按照要求整理，经过检查之后发现项目不全面，数据不完整，不能用于证明工程材料符合要求、施工工艺符合规定、工程质量符合要求，就意味着内业资料编制不合格。……
