检定和校准及其规程、规范、证书的联系与区别

【摘要】 为加强检定、校准人员对《计量法》等法律法规中关于检定和校准等名词的理解，本文通过表格对比分析的形式重点介绍了检定和校准及其规程、规范、证书的区别，及其相关名词之间的关系。

The Connection and Difference Between Verification and Calibration and Their Regulations， Specifications and Certificates

Abstract： In order to strengthen the understanding of verification and calibration terms in "Metrology Law" and other laws and regulations，this paper focuses on the differences between verification and calibration and their regulations，specifications and certificates，as well as the relationship between the related terms.

有人曾形象的比喻，计量就像空气，与人类生产生活紧密相连，但往往又不被人们所注意。早晨起床看的时间，刷牙洗脸时一直在转动的水表，上班路上开车加油时的加油机，看电脑时所戴眼镜的度数，下班买菜时的电子秤，这些日常生活中我们一直在经历的事物是否准确其实都需要计量来保证。

1 了解检定和校准区别的重要性

从1985年颁布计量法至今，每次提到计量，大部分人都会想到计量检定，但是随着2010年前后校准市场的逐步放开，“计量校准”这个名词也进入我们的视野。因为很多设备都是按“点”收费的，比如检定玻璃液体温度计，如果按规程来检定是3点，但是如果客户要求多检定一点，就不能出具检定证书，只能出具校准证书，同时也要按4个点进行收费。但是如果是用于医疗卫生的属于强制检定的温度计，只能出具检定证书。因此客户、实验室人员都应能准确分清两者的关系，同时还应该对强制检定、非强制检定、计量检定规程、计量校准规范有深刻的认识。

2 非强制检定和校准的关系

校准应该包括非强制检定（去除与客户协商后出具检定证书的计量器具）。因为检定的对象是《中华人民……
