河南省高新技术企业发展情况分析

摘 要：科学技术部火炬统计调查制度开始于20世纪90年代中期，是经国家统计局审批备案的统计调查项目之一。新形势下，火炬统计调查制度是贯彻落实党的十九大精神、推动实施创新驱动发展战略、推动新时代火炬工作发展的一项重要基础性统计工作。根据科学技术部火炬高技术产业开发中心要求，每年对本地区高新技术企业、大学科技园、特色产业基地、产业集群、软件基地、高新区及科技服务体系等创新主体开展统计工作。本文根据2016—2019年河南省纳入火炬统计调查系统年末有效期内的高新技术企业填报的数据，从发展格局、经济概况、创新情况等方面分析近三年河南省高新技术企业发展情况，提出实现河南省高新技术企业量质齐升的发展思路，为科技管理部门提供有力的决策参考。

Analysis on the Development of High-Tech Enterprises in Henan Province

—Based on Torch Statistical Survey Data

Abstract： The Torch Statistical Investigation System of the Ministry of Science and Technology began in the mid-1990s， which is one of the statistical investigation projects approved and filed by the National Bureau of Statistics. Under the new situation， the torch statistical survey system is an important basic statistical work to implement the spirit of the 19th National Congress of the Communist Party of China， promote the implementation of innovation-driven development strategies， and promote the development of torch work in the new era. According to the requirements of the Torch High-tech Industry Development Center of the Ministry of Science and Technology， statistical work is carried out on innovative entities such as high-tech enterprises， university science parks， characteristic industrial bases， industrial clusters， software bases， high-tech zones and technology service systems in the region every year. According to the data reported by the high-tech enterprises included in the torch statistical survey system in Henan Province from 2016 to 2019， this paper analyzed the development of high-tech enterprises in Henan Province in the past three years from the development pattern， economic overview， and innovation， and put forward the development idea of realizing the simultaneous improvement of quantity and quality of high-tech enterprises in Henan Province， so as to provide powerful decision-making reference for science and technology management departments.

經济全球化的趋势和知识经济时代的来临使得全球的高新技术产业发展迅速。科学技术成为经济增长的决定性因素，高新技术产业已成为各国经济增长的重要推动器[1-2]。中国作为最大的发展中国家，国内各地区之间的竞争发展也纷纷围绕高新技术产业展开。“十二五”以来，国家提出“总体跟进，重点突破”的高新技术产业发展战略，2016年，科学技术部、财政部、国家税务总局修订印发了《高新技术企业认定管理办法》和《高新技术企业认定管理工作指引》，标志着全国高新技术企业认定管理工作进入了全新的发展阶段。……
