《铅、锌工业污染物排放标准》达标情况评估与改善建议

摘要：铅、锌是我国国民经济重要的基础原材料，但同时铅、锌工业也属高污染行业，且《铅、锌工业污染物排放标准》（GB 25466—2010）（以下简称《标准》）自2010年10月實施至今，已不能完全满足当前生态环境保护的标准和需求。2017年《铅、锌工业污染物排放标准》（GB 25466-2010）实施评估项目组受环境保护部科技标准司的委托，对《标准》进行了综合评估。本文基于项目组对《标准》实施后的达标情况、环境效益、采取的各项管理措施等方面的评估，提出相关对策建议。关键词：铅、锌工业;排放标准;实施评估

Abstract：Lead and zinc are important basic raw materials for my country's national economy， but at the same time lead and zinc industries are also highly polluting industries. The "Emission standard of pollutants for lead and zinc industry" （GB 25466-2010） （hereinafter referred to as "standards"） implemented in October 2010， it has been unable to fully meet the current standards and needs of ecological and environmental protection. At 2017， "Emission standard of pollutants for lead and zinc industry" implementation evaluation project team was commissioned by the Science and Technology Standards Department of the Ministry of Environmental Protection to conduct a comprehensive evaluation of the "Standards". This article proposes relevant countermeasures and suggestions based on the assessment of the compliance status， environmental benefits， and various management measures taken after "Standard"implementation.

引言

铅、锌是我国国民经济重要的基础原材料，在我国有色金属行业中占有重要地位，但同时铅、锌工业也属高污染行业。近年来，我国部分地区发生的血铅超标事件为铅污染防治工作敲响了警钟。为适应新时期有色行业环境保护的要求，促进铅、锌行业的可持续发展，推动行业产业结构优化升级及节能减排，原环境保护部于2010年10月1日发布了《铅、锌工业污染物排放标准》（GB 25466—2010）[1]，替代原来执行的综合性排放标准。2017年，在《标准》实施近七年之际，根据《国务院关于印发节能减排“十二五”规划的通知》（国发〔2012〕40号）中有关“加强标准实施的后评估工作”的要求，《铅、锌工业污染物排放标准》（GB 25466-2010）实施评估项目组受原环境保护部科技标准司的委托，对《标准》的执行情况、污染物达标排放情况、保障《标准》实施措施等多方面进行综合评估，并结合新形势下面临的挑战和需求，提出《标准》修订及相关政策建议。……
