“十四五”期间中小企业人力资源管理优化路径

【摘  要】企业之间的竞争，本质上是人才的竞争。2020年，突如其来的新冠肺炎疫情改变了世界经济增长格局，中国率先实现经济复苏，但是，我们也应该看到，“十四五”期间中国面临的外部环境将更加严峻复杂。这对企业人力资源管理提出了更高的要求。为积极应对内外部环境的变化，把握发展的主动权，企业要积极面对我国经济从单循环走向双循环的发展格局，转变人才管理观念，加快转变企业人才结构，构建新型劳动关系，为“十四五”时期经济高质量发展提供制度保障。

【Abstract】The competition between enterprises is essentially the competition of talents. In 2020， the sudden COVID-19 epidemic changed the pattern of world economic growth， and China took the lead in achieving economic recovery. However， we should also see that during the "14th Five-Year Plan" period， China will face a more severe and complex external environment. This puts forward higher request to enterprise human resources management. In order to actively respond to the change of internal and external environment， grasp the initiative of development， enterprises should actively face the development pattern of China's economy from single cycle to double cycle， changing the concept of talent management， speed up the transformation of enterprise talent structure， build a new type of labor relations， so as to provide institutional guarantee for the high quality development of economy in the period of the "14th Five-Year Plan".

1 引言

随着社会科技的发展，5G时代的到来，经济全球化的不断深入，市场竞争不断加强，企业要想在激烈的市场竞争中占据一定地位，重中之重就是人力资源管理，提高人才利用效率。当今社会的竞争越来越成为人才的竞争，企业各个领域的人才的配置，不断成为企业长期发展的立足之地。因此，这为企业人力资源管理提出更高的要求，企业需要不断加强人力资源管理建设，调整人才结构，构建人才供应链。

2 中小企业发展人力资源管理所处宏观背景

2.1 中国经济从单循环、规模高速成长进入双循环、有质量中低速成长阶段
