创新创业视域下的乡村振兴策略探究

摘 要：【目的/意义】创新创业是实现乡村振兴战略目标的重要途径，通过探讨创新创业推动乡村振兴的优化策略，以期为新时期乡村振兴提出较具可行性的实施举措，进一步加快解决我国“三农”问题。【方法/过程】通过文献查阅等方法，充分阐述了创新创业对于乡村振兴的重要驱动作用，并针对现阶段创新创业推动乡村振兴存在的政府统筹导向较弱，“双创”贡献明显偏低;创新人才培养不足，尚未形成强驱动力;优质项目培育偏少，可持续性发展不足等问题进行了深度分析。【结果/结论】结果显示，现阶段创新创业推动乡村振兴已初见成效，未来应从政府加强统筹协调促进协同创新发展、推动“双创”教育下沉加快创新人才培养、整合资源聚焦特色及重点培育优势项目等方面进行优化提升，为更好地实现“十四五”乡村振兴战略目标夯实基础。

Abstract： 【Objective/Meaning】The innovation and entrepreneurship is an important way to achieve the strategic goal of Rural Revitalization. The optimization strategy of promoting the rural revitalization through innovation and entrepreneurship was discussed in this paper， in order to put forward more feasible implementation measures for the rural revitalization in the new period， and further speed up solving the issues relating to agriculture， rural areas and farmers in China.【Methods/Procedures】Through the methods such as literature review， the important driving role of innovation and entrepreneurship for rural revitalization was fully expounded， and the existing problems in promoting the rural revitalization through innovation and entrepreneurship at the present stage were analyzed in depth， including the weak overall government guidance， low contribution of “entrepreneurship and innovation”， insufficient cultivation of innovative talents， insufficient cultivation of high-quality projects， and insufficient sustainable development.【Results/Conclusions】 The results showed that： At the present stage， the innovation and entrepreneurship have achieved initial results in promoting the rural revitalization. In the future， the government should strengthen the overall planning and coordination to promote the collaborative innovation and development， promote the sinking of “entrepreneurship and innovation” education to accelerate the cultivation of innovative talents， integrate the resources to focus on the characteristics and focus on cultivating the advantageous projects， so as to lay a solid foundation for better realizing the strategic goal of rural revitalization in the 14th Five Year Plan.

2019年2月，《中共中央國务院关于坚持农业农村优先发展做好“三农”工作的若干意见》明确提出支持乡村创新创业，鼓励外出农民工、高校毕业生、退伍军人、城市各类人才返乡下乡创新创业，意味着乡村创新创业进入新发展阶段。创新创业是高质量实施乡村振兴战略的核心关键，是化解经济发展不平衡不充分难题的重要途径，更是有效解决“三农”问题的关键举措。基于创新创业视域研究乡村经济振兴，是推动乡村经济高质量、内涵式、可持续发展的必然要求，具有非常现实且重要的实践指导意义。……
