高速公路PPP项目绩效评价研究

摘要 根据阅读文献、专家访谈、调查问卷的结果，结合高速公路PPP项目的特点以及绩效评价需求，筛选出项目公司管理、建设期管理、运营期管理、移交期管理、风险管理、项目资料管理、环境管理、利益相关方满意度等8个一级指标及31个二级指标。运用层次分析法通过分析专家调查问卷的方式计算出每个绩效指标权重，运用模糊综合评价法对某省高速公路某段PPP项目进行了多因素模糊评价。结果表明，项目总体优良水平达到73%，故绩效评价结果为良好。通过本文研究成果，形成了高速公路PPP项目绩效指标体系，以及详细的绩效评价方法，对今后高速公路PPP项目绩效评价的实施具有重要意义。

Study on performance evaluation of highway PPP project

Abstract According to the relevant literature， interviewing with experts and questionnaire survey， combining with the characteristics of highway PPP projects as well as the performance evaluation of needs， I have selected eight primary indexes， which are the project company management， construction management， operations management， handover management， risk management， project data management， environment management and stakeholder satisfaction and selected 31 secondary indexes. In this paper， the analytic hierarchy process is used to calculate the weight of each performance index by analyzing the expert questionnaires. The fuzzy comprehensive evaluation method is used to evaluate the multi-factor fuzzy evaluation of a certain section of the highway PPP project. The results showed that the overall excellent level of the project reached 73%， so the performance evaluation results were good. Through the results of this paper， the performance indexed system of the highway PPP project and the detailed performance evaluation methods are formed， which are of great significance for the future performance evaluation of the highway PPP project.

0 引言

高速公路作为一种现代化、方便、快捷的交通运输通道，在当今社会发挥着不可替代的作用。由于高速公路PPP项目工程庞大且复杂、施工难度高、资金规模巨大、建设周期相对其他公路工程较长、投资回报比较缓慢等特点，再加上后期运营维护内容复杂、提供的服务要求高，因此高速公路的建设必须依靠专业的建设、运营单位和雄厚的资金。

截止到2019年1月，根据财政部政府和社会资本合作中心全国PPP综合平台项目管理库统计，共计入库8 757个项目，入库项目金额达到154 908.07亿元，其中交通运输领域1 253个项目，占比14.31%。在交通运输领域中，高速公路PPP项目共计183个，列入国家级示范项目41个。……
