环境保护动态监测及应急管理分析

摘  要：伴随社会各方面的发展越来越迅速，致使目前国内的环境问题也越来越严峻，出现的各种紧急环境事件严重威胁着环境保护工作的有效进行，所以，怎样加强环保单位对环境保护的动态监测、处理应急事件是急需解决的重点问题。本文对环境保护动态监测及应急管理中存在的问题、应对措施等进行了详细的分析，通过建立相应的动态监测体系、对监测的布局进行改善，以期更好地促进环境保护工作的顺利开展，提升国内的环境质量。

Abstract： With the development of all aspects of society， the domestic environmental problems are becoming more and more serious. Various emergency environmental incidents seriously threaten the effective implementation of environmental protection. Therefore， how to strengthen the dynamic monitoring and handling of emergency incidents by environmental protection units is the key problem to be solved urgently. This paper analyzes the problems and countermeasures in the dynamic monitoring and emergency management of environmental protection in detail. Through the establishment of corresponding dynamic monitoring system and improvement of monitoring layout， the paper hopes to better promote the smooth development of environmental protection and improve the domestic environmental quality.

近些年來，伴随国内经济水平的持续提高，致使环境遭受的影响也逐渐加大，环境问题成为社会关注的一个重点问题，且人与自然和谐共处的目标还没有达成。对环保部门而言，开展环境保护工作的过程中做好管理、监督工作可促使环境治理的整体效率提升，但从当前的建设情况来看，管理、监测能够发挥出来的作用相对较少。因此，做好环境保护的动态监测、应急管理具有重要意义。

1  环境保护动态监测和应急管理重要性

国内工业化的发展步伐不断加快后，被制造和应用的工厂 、工业产品也越来越多，从而使各种环境问题也随之产生[1]。从国内当前的环境危险品来看，其存在于整个工 业生产、工 业产品的应用中，因受到人为因素的影响会使环境遭受破坏。到21世纪后，国家比较重视环境保护及其管理工作，希望以恰当的方式减少人力生产、活动等对环境造成的危害，从而做到人与自然真正的和谐共处模式。……
