新时期洛江区农村公路管养人力资源存在问题和对策分析

【摘  要】近年来，随着“路长制”的实施和“四好农村路”的深入推进，农村公路里程不断增长，农村公路管养问题日益突出，对农村公路的管养队伍建设、人员专业能力和综合素质提出了更高的要求。论文在洛江区农村公路管养队伍现状的基础上分析农村公路管养人力资源存在的问题，并进行对策研究。

【Abstract】In recent years， with the implementation of the "road leader system" and the deepening of the "Four Good Rural Roads"， the mileage of rural roads has been increasing， and the problem of rural road maintenance has become increasingly prominent， which puts forward higher requirements for the construction of rural road maintenance team， professional ability and comprehensive quality. Based on the current situation of rural road maintenance team in Luojiang District， this paper analyzes the existing problems of rural road maintenance human resources and the coping strategies.

1 引言

农村公路指通乡镇、通行政村的公路，包括县道、乡道、村道三个层级，是公路网的重要组成部分，是乡镇社会经济发展的重要基础设施。洛江区辖区面积374.81平方公里，乡镇面积占比达88.42%，农村公路对洛江区经济社会发展起着举足轻重的作用。随着洛江区万虹路（县道X308）20公里“工业走廊”的形成，仙公山、海丝野生动物园、虹山“全域旅游”等一批乡村旅游线路的形成、发展，农村公路，尤其是县、乡道管养任务量日渐增重，只有与时俱进解决农村公路管养人力资源存在的问题，培养一支配置合理、结构优良、专业素质良好的农村公路管养队伍，才能有效助力洛江经济社会发展和乡村振兴的实现。

2 农村公路管养人力资源现状及存在问题

截至2019年，洛江区重新采集的农村公路里程为794.59公里，相较于省级登记数据库内的总里程数（2012年采集数据）增长了81.08%，但管养队伍却没有进行合理的对应配置和技能提升。

2.1 管养人员配置不合理

经统计，区级交通主管部门共有37人，但安排从事养护管理的工作人员仅4人，占比仅为11%。……
