111深圳建设全球海洋智库的路径探析

摘要：海洋智库作为专业领域的智库机构，对服务政府海洋决策，推动沿海国家和海洋城市经济社会发展有着至关重要的作用。近年来，深圳积极开展全球海洋中心城市建设，谋划布局全球海洋智库。文章通过梳理相关政策背景，明确了深圳建设全球海洋智库的战略意义;在充分研究国内外涉海智库的发展基础上，总结了八大发展经验;立足研判深圳建设全球海洋智库的建设基础及面临挑战，提出了深圳建设全球海洋智库在发展定位、重点任务与研究领域、组建模式与治理结构及其在经费构成、人员管理、交流合作、宣传推广和运营保障等方面的发展建议。

Analysis of Routing for Shenzhen to Build a Global Marine Think Tank DING Chengwei， CHEN Meiting， HU Zhenyu （China Development Institute， Shenzhen 518029，China）

Abstract：As a professional institution，marine think tank plays an important role in serving the government's ocean decision-making and promoting the economic and social development of coastal countries and ocean cities. In recent yearss， Shenzhen has actively built a global ocean cen-ter city and planned to set a Global Marine Think Tank. This paper clarified the strategic signifi-cance of building a Global Marine Think Tank in Shenzhen by combing the relevant policy back-ground; Summarized the eight development expeeriences of marine think tank on the basis of fully studying the development of well-known think tanks; Put forward the development orientation， key tasks and research directions and suggestions on the operation mechanism of composition of funds，personnel management，international communication and cooperation，publicity and pro-motion， and operation guarantee， which based on the analysis of the construction foundation and challenges of building a global marine think tank in Shenzhen.

1深圳建設全球海洋智库的背景与战略意义

1.1建设背景

近年来，国际社会关于海洋领域的竞争愈发激烈，我国海洋治理既面临着复杂的国际国内形势，又承担着实施“海洋强国”等国家战略的艰巨使命，海洋治理的复杂性和艰巨性，使得决策者日益重视海洋智库的决策咨询功能。2015年，中共中央办公厅、国务院办公厅印发《关于加强中国特色新型智库建设的意见》（以下简称《意见》）指出：智库是党和政府科学民主依法决策的重要支撑，是国家治理体系和治理能力现代化的重要内容，是国家软实力的重要组成部分;要加强中国特色新型智库建设，充分发挥中国特色新型智库咨政建言、理论创新、舆论引导、社会服务、公共外交等重要功能。……
