以智慧通航破解大湾区人才流动困局的研究

摘 要：在深化粤港澳创新合作，全力打造世界最强湾区的国家战略支持背景下，人才以及如何把人才效益发挥到最优是成功打造世界最强湾区的关键因素。人才相关问题涉及方方面面，本研究重点关注解决大湾区地理屏障与城市交通对人才自由流动的制约，提出以智能系统破解上述屏障与制约，为人才创造一个大湾区快速流动的硬环境。文中以智能系统打造广泛的点到点交通为目标，以构建智能飞行器制造与智能维修系统为基础，逐步构建起全方位安全可靠的空中交通保护体系，以安全為第一要素稳步推进大湾区的智慧通航体系建设，破解湾区人才自由流动的制约难题。本研究提出“国家政策为导向，以现有政策为基础，引导智能系统进入市场匹配湾区发展需求，再从市场需求出发，逐步推进政策升级”的解决策略。本研究首次提出了通常交通方式所需时间的一半时间内完成工作地点和家庭之间以及工作地点之间的点到点转换的快速流动目标和模式。

Abstract：With the support of national policy for the Guangdong-Hong Kong-Macao Greater Bay Area，it is very important for talents to do best more efficiently.But peoples moving slowly becomes a disturbing problem because of the geographic position and city traffic.To solve this problem，an intelligent general aviation system based on the safety is proposed to build.And the system needs an intelligent manufacture subsystem and an intelligent maintenance subsystem.These intelligent systems can help us to realize the fast moving during 29 minutes in the Greater Bay Area.The current policy should be updated to suit the market demand for these intelligent systems.Some preliminary results have been achieved in the intelligent maintenance field.

粤港澳大湾区是我国开放程度最高、经济活力最强的区域之一。粤港澳大湾区占全国国土面积不到1%，人口数量不足全国总人口的5%，但其经济规模已经相当于全球第11大经济体，其他的几个湾区都是以服务业为主导的，工业占比重平均在10%以下。我们的湾区整个工业结构还在40%～50%，这个差距说明，我们湾区属于工业化的中后期阶段，粤港澳大湾区很有可能经过一个大发展时期而跃居为世界最强湾区。……
