H市政府推进PPP模式发展中存在的问题及对策研究

【摘  要】随着人民对美好生活的不断追求与向往，对政府公共服务供给也提出了更高质量的需求。但政府因其自身能力和财力的限制难以满足当前人民日益增长的美好生活需要，所以将PPP模式应用于公共服务供给成为政府履行提供公共服务的职能、缓解政府财政压力、促进经济发展的有效措施。为提高H市政府公共服务的有效供给，论文对H市推进PPP模式发展过程中的现状及存在的问题进行分析，并提出了可行性的对策建议。

【Abstract】With people's continuous pursuit and yearning for a better life， the supply of government public services has also put forward higher quality demands. However， due to the limitations of the government's own ability and financial resources， it is difficult for the government to meet the increasing needs of the people for a better life. Therefore， the application of PPP mode to the supply of public services has become an effective measure for the government to fulfill the function of providing public services， relieve the financial pressure of the government and promote economic development. In order to improve the effective supply of public services in H city government， the paper analyzes the current situation and existing problems in the process of promoting the development of PPP mode in H City， and puts forward feasible countermeasures and suggestions.

1 引言

党十九大报告中指出的要加强和创新社会治理方式，改进政府部门提供公共服务的模式，为政府全面深化改革工作提出了新的要求。当前，促进政府管理职能变革、创新政府社会管理理念与方法成为政府改革的关键突破口，在公共服务领域更多地利用社会力量，发挥社会力量的优势，提升公共服务的有效供给，使政府与社会资本合作（PPP模式）成为政府公共服务供给的新路径。

PPP模式是指政府与社会资本为提供公共产品和服务而建立的公私合作供给模式。采用PPP模式，可有效盘活社会富裕资源，减轻财政负担，促进经济发展，化解当前公共产品和服务供给不足、效率不高、发展不均衡等问题，对于解决人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾具有现实和深远的意义。近年来，H市政府将推进PPP模式的发展提升到改革全局的战略高度，截止到2020年底，H市PPP项目管理库共17个，管理库项目金额684亿元，示范项目2个，示范项目金额375亿元。……
