生猪定点屠宰动物检疫执法监督面临的问题及措施

摘要：生猪定点屠宰检疫能实现对生猪屠宰的针对性管理，也是防范各类传染性疾病传播蔓延的最有效措施。为进一步提高生猪定点屠宰检疫的工作质量，需要切实做好生猪定点屠宰检疫的执法监督工作，增强控制动物疫病和检疫监督管理的综合能力，完善动物卫生监督法规，实施严格的监督管理，全面提升生猪产品质量，保障生猪定点屠宰检疫工作程序规范，执法手段科学。该文探讨生猪定点屠宰检疫存在的问题，提出相应的检疫执法监督工作措施。

Problems and Measures Faced by the Quarantine Law Enforcement and Supervision of the Designated Slaughter of Live Pigs

Abstract：Live pig slaughter and quarantine can achieve targeted management of pig slaughter，and it is also the most effective measure to prevent the spread of various infectious diseases. In order to further improve the quality of pig slaughtering and quarantine work，it is necessary to do a good job in law enforcement and supervision of pig slaughter and quarantine，strengthen the comprehensive ability of animal disease control and quarantine supervision and management，improve animal health supervision regulations，implement strict supervision and management，and comprehensively improve The quality of live pig products guarantees the standardized work procedures of designated slaughter and quarantine of live pigs and scientific law enforcement methods. This article discusses the existing problems of pig slaughter and quarantine，and proposes corresponding measures for quarantine law enforcement and supervision.

生猪定点屠宰检疫是防范重大传染性疾病传播流行，实现对生猪有效管理的关键举措。随着生猪规模化养殖不断发展，养殖密度增加的同时，各类传染性疾病不断爆发流行，外来传染性疾病的引入风险显著增加，尤其是2018年以来非洲猪瘟疫情在全国各地肆意蔓延，对肉制品的质量安全提出更高要求，需要严格落实定点屠宰检疫工作制度，并对生猪定点屠宰检疫做出有效监督和执法，有效规范检疫行为和屠宰人员的工作行为，确保对生猪屠宰检疫最后一个环节严格把关，确保进入市场中的猪肉制品安全合格，质量过硬。

1吉林省蛟河市生猪定点屠宰检疫现状

蛟河市农业农村局按照《吉林省生猪定点屠宰扫雷行动工作方案》要求，加强生猪定点屠宰场的监管，严格要求屠宰企业执行进入定点屠宰场的生猪必须凭有效的《动物产地检疫合格证明》和免疫标识。……
