试论船舶修理项目管理

摘要： 船舶修理项目具有工期短和任务重的特点，加强项目管理在船舶修理项目中起着重要的作用，船舶修理项目要按照一定的组织结构和工作流程进行管理。在实际的船舶修理项目管理工作中，需要先对船舶进行勘验并制定修理项目清单，根据修理内容制定项目管理方案，在项目管理方案中要对任务和工人进行分工，在保证安全环保得到保证的情况下，对修理的进度、质量和成本进行控制，尽量降低修理过程中的潜在风险。

Abstract： Ship repair projects have the characteristics of short construction period and heavy task. Strengthening project management plays an important role in ship repair projects. Ship repair projects should be managed in accordance with a certain organizational structure and working process. In the actual ship repair project management， it is necessary to inspect the ship and formulate the repair project list， formulate the project management plan according to the repair content， divide the tasks and workers in the project management plan， ensure the safety and environmental protection， and control the repair progress， quality and cost， so as to minimize the potential risks in the repair process.

0  引言

船舶修理行业面临着越来越激烈的市场竞争和越来越紧急的修理任务，为了增加船舶修理企业的核心竞争力，需要应用科学的船舶修理项目管理方法，采用切实有效的管理方法来管理船舶修理的各个环节，通过提升管理水平来提高船舶修理的质量。由于船舶本身和修船项目有着多样性和复杂性等特点，所以要在管理船舶修理的过程中将每一个船舶看作一个单独的项目，重视每一项修理任务的项目管理。

1  船舶修理项目的特点和管理的作用

1.1 船舶修理项目管理特点

当前的船舶修理项目管理基本上使用的是传统的管理方式，传统管理方式具有一定特点。船舶修理项目的修理时间比较短，工期非常紧张，所以好多船舶修理项目经常被称作“抢修项目”，工期短的特点要求管理人员要严格控制好各项修理工作的时间，按照进度要求完成船舶修理任务。……
