关于建设高水平应用型大学的战略思考

[摘 要]  应用型大学是我国高等教育体系的重要类型。新时代建设高水平应用型大学，是国家“双一流”建设战略决策在地方高校的具体展开，是新时代新征程上实现中华民族伟大复兴的重要基石，对构筑高质量高等教育体系，推动国家经济社会高质量发展具有重要意义。应用型高校党委必须葆有战略眼光、战略思维、战略定力，结合我国独特的历史、独特的文化、独特的国情，坚持政治逻辑、理论逻辑和现实逻辑的统一，着力聚焦坚持正确的政治方向、加强学科建设、提升服务能力、推动评价改革等关键节点，推动实现高质量内涵式发展，建设高水平应用型大学。

Abstract： Application-oriented universities

are an important type of universities in China higher education system. The construction of high-level application-oriented universities in the new era is a concrete implementation of the national strategic decision of “Double First-class”construction in local universities. Being an important cornerstone for realizing the great rejuvenation of the Chinese nation in the new era and on the new journey， it is of great significance to build a high-quality higher education system and promote the high-quality development of national economy and society. The party committees of application-oriented universities should maintain strategic vision， thinking and determination，

adhere to the unity of political， theoretical and practical logic， and focus on  adhering to the correct political direction， strengthening discipline construction， improving service ability and promoting evaluation reform on the basis of Chinas unique history， culture and national conditions，

so as to ultimately  promote the realization of high-quality connotative development and build a high-level application-oriented universities.

在現代高等教育体系中，应用型是重要的办学类型，而非办学层次;高水平是现代化国家和社会对包括应用型高校在内的整个高等教育体系的总体要求。2017年1月，教育部在《关于“十三五”时期高等学校设置工作的意见》中指出：“以人才培养定位为基础，我国高等教育总体上可分为研究型、应用型和职业技能型三大类型。”[1]自此而始，应用型在我国高等教育中的类型定位得以确立并不断优化，为应用型高校的大发展奠定了坚实的制度基础。在全面建设社会主义现代化强国的新征程上，习近平总书记进一步指出：“党和国家事业发展对高等教育的需要，对科学知识和优秀人才的需要，比以往任何时候都更为迫切。……
