基于“116”机制的长江泸州段渡船信息化监管系统分析

摘 要：目前，长江泸州段渡船监管中存在管理水平不高、风险系数高等问题。根据长江海事局渡船监管“116”机制，本文利用大数据和人工智能手段，设计并构建渡船信息化监管系统，实现远程监管、预警发布、信息共享和数据分析等功能，从而满足监管部门、乘客以及运营船方等三方面的需求。

Abstract： At present， there are problems such as low management level and high risk coefficient in the supervision of the ferry on the Luzhou section of the Changjiang River. According to the "116" mechanism of the Changjiang Maritime Safety Administration's ferry supervision， this paper uses big data and artificial intelligence to design and build a ferry information supervision system， which realizes the functions of remote supervision， early warning release， information sharing and data analysis， so as to meet the needs of the regulatory authorities， passengers and ship operators.

近些年，隨着科技信息化的飞速发展，云计算、大数据、人工智能和移动互联等先进的信息技术逐步运用到很多领域，各类现代化远程监控系统的功能日趋强大。当前，渡运安全管理急需从传统的人盯人防的疲劳战术、人海战术，转变到充分运用现代化设备、信息化手段的更加高效的智能化、科学化监管模式，这也是对渡船信息化监管建设提出的新要求[1]。因此，长江泸州段要基于以一库（渡口、渡船、渡船船员基础资料数据库）、一网（内外安全管理网络）、六项制度（监管责任及过错追究制度、渡口渡船定期巡查和检查制度、船员业务知识培训教育制度、渡船禁航制度、定期汇报及联系制度、安全评先制度）为主体的客渡船安全管理“116”机制，建立渡船信息化监管系统。

1 长江泸州段渡船监管现状

泸州海事局辖区营运渡口有13座，其中，浮趸式渡口有3座，自然坡岸渡口有10座，另有2处临时停靠点，辖区现有营运渡船8艘，乘客定额共计494客座，年均渡运量约为100余万人次。辖区现有渡船船员44人。目前，长江泸州段渡船监管面临四大问题。……
