德法瑞科技园发展研究及与我国城市合作探索

摘  要：科技园是最新科技成果展现、产业信息流动、人才项目集聚的重要平台，对开展优质研发资源和研发机构利用，促进人才交流和培养，提升技术进步进而推进产业转型和升级发挥着重要的作用。为给我国城市科技园的建设提供一定的借鉴和思考方向，本文梳理分析了德、法、瑞三国代表性科技园的创新发展情况和优势特点，根据其发展要素建立了数据模型，并以宁波市为例，根据三大科创高地战略和高质量发展浙江共同富裕示范区的建设要求，在园区共建、技术共享、平台共用等方面提出了针对性的科技园区国际合作对策和建议。本文的研究成果对国内其他同类城市也具有一定的参考借鉴价值。

Research on the Development of Sci-Tech Parks of Germany， France and Sweden and Their Cooperation with Cities in China

Abstract： Sci-tech parkis an important platform for the display of the latest scientific and technological achievements， industrial information flow and talent project agglomeration. It plays an important role in carrying out the utilization of high-quality R&D resources and R&D institutions， promoting talent exchange and training， improving technological progress， and promoting industrial transformation and upgrading. In order to provide some reference and thinking direction for the construction of urban science and technology parks in China， this paper combs and analyzes the innovative development and advantages of representative science and Technology Parks in Germany， France and Switzerland， establishes a data model according to their development elements， and takes Ningbo as an example， according to the three science and innovation highland strategies and the construction requirements of high-quality development of Zhejiang Common Prosperity Demonstration Zone. This paper puts forward targeted countermeasures and suggestions for international cooperation of sci-tech parks in terms of park co construction， technology sharing and platform sharing. The research results of this paper also have a certain reference value for other similar cities in China.

科技園是指某些国家和地区为了改造当地产业结构和促进高科技产业发展而在本国或地区境内划出的，注重新兴工业产品研发和高科技创新产业生产的特定区域。通过建立科技园区，开展科技创新活动，来推进城市创新创业生态体系的建设，是世界各国创业创新活动蓬勃开展的重要方式。20世纪70年代以来，以发展高新技术及其产业为中心的科技革命浪潮在全球兴起，同时几乎所有发达国家都建起了各种类型的科学园区：（1）北美洲。20世纪50年代初，美国斯坦福大学创建了世界上第一个科学研究园区——斯坦福研究园。……
