从理论到实践：少数民族特色村寨高质量发展研究的回顾与反思

摘要 对我国少数民族特色村寨保护与发展的研究，学界形成了不少的理论研究成果。已有研究涉及建筑学、设计学、经济学、法学等不同学科和视角，对于推动少数民族特色村寨的保护与发展起到了积极作用。基于目前学术界的研究更多局限于对实践工作的总结，对于少数民族特色村寨如何进一步实现高质量发展明显不够的现状，对特色村寨的整体性保护、生态可持续、产业高质量发展等问题展开深化细致的理论研究，以期更好地服务实践，推动特色村寨的高质量发展。

From Theory to Practice： Review and Reflection on the Research of High Quality Development of Villages with Ethnic Characteristics

Abstract The research on the protection and development of villages with minority characteristics in China has produced a lot of theoretical research results.Existing research involving architecture， design， economics， law and other disciplines and perspectives has played a positive role in promoting the protection and development of ethnic minority characteristic village. Based on the current academic research， which is more limited to the summary of practical work， it is obviously insufficient for how to further achieve high-quality development in ethnic minority villages. Carry out in-depth and detailed theoretical research on issues such as the overall protection of characteristic villages， ecological sustainability， and high-quality industrial development， in order to better serve practice and promote the high-quality development of characteristic villages.

少数民族特色村寨是指少数民族相对聚居，且人口比例较高，民族文化特征极为明显的乡村聚落。一般来说，这些聚落的生产生活功能较为完备，保存文物、建筑和遗迹、遗址特别丰富，曾发生过重要历史事件，或其传统产业、历史上建设的重大工程对本地区的发展产生过重要影响，或者能够集中反映本地区的文化特色、民族特色的村寨。更进一步来说，即少数民族特色村寨涵盖了我国少数民族地区社会实践、知识、技能以及相关的工具、实物、手工艺品和文化场所，是少数民族智慧的结晶，是中华文明的瑰宝。2009年9月，国家民委办公厅、财政部办公厅联合下发了《关于做好少数民族特色村寨保护与发展试点工作的指导意见》，决定从2009年起，在全国开展少数民族特色村寨保护与发展试点工作。……
