全民所有草原资源资产价值评估方法研究

摘要 为加强全民所有自然资源资产管理，摸清全民所有自然资源资产家底，健全国有资产管理情况报告制度，完善自然资源资产有偿使用制度，构建理论完备、规范有序、平稳运行的自然资源资产产权制度体系，很有必要开展全民所有自然资源资产价值评估研究工作。基于此，以全民所有草原资源资产为研究对象，初步建立草原资源资产的评估方法，并在试验区（30.30 hm2）开展全民所有草原资源资产实践评估研究，结果表明：试验区草地出租价格150元/（hm2·a），干草价格约为600元/t，经评估，草地价值为4 265.60元，干草价值为61 067.39元，名义价值为5元，合计65 337.99元。

Research on the Evaluation Method of State-owned Grassland Resource Assets

Abstract In order to strengthen the management of state-owned natural resource assets， find out the family status of state-owned natural resource assets， improve the reporting system of state-owned assets management， improve the system of paid use of natural resource assets， and build a natural resource asset property right system that is complete in theory， standardized and orderly， and operates smoothly， it is necessary to carry out research work on the evaluation of the value of state-owned natural resource assets.Based on this， takes the state-owned grassland resource assets as the research object， initially establishes the evaluation method of grassland resources， and carries out the practical evaluation research on the state-owned grassland resources in the experimental area（30.30 hm2）. The results show that the rental price of grassland in the experimental area is 150 yuan/（hm2·a）， and the price of hay is about 600 yuan/t. After evaluation， the value of grassland is 4 265.60 yuan， the value of hay is 61 067.39 yuan， the nominal value is 5 yuan， and the total is 65 337.99 yuan.

草原资源是具有空间、数量、质量结构特征，有一定范围分布，具备生产能力，能够作为畜牧业生产资料的一种自然资源[1]。评估草原资源资产价值对于构建完善生态产品价值实现机制、加强草原资源保护修复具有重要意义。草原资源价值包括经济价值和生态价值两方面，目前草原资源价值评估还没有标准的体系，多数价值评估研究主要集中在经济价值方面。比如，采用马克思的土地价格计算方法、市场法等。……
