新时代省级农业科学院信息公开调查研究

摘要 以省级农业科学院为研究对象，在深入调查研究省级农业科学院信息公开的现状后，分析了省级农业科学院信息公开方面存在的问题和不足，提出了进一步提高信息公开思想认识、优化公开平台建设、规范信息公开内容、健全信息公开长效机制等对策建议，以期为新时代省级农业科学院信息公开标准化规范化建设提供参考。

Investigation and Research on Information Disclosure of Provincial Academy of Agricultural Sciences in the New Era

Abstract Taking the provincial academy of agricultural sciences as the research object， after in-depth investigation and research on the status quo of information disclosure of the provincial academy of agricultural sciences， the problems and deficiencies in the information disclosure of the provincial academy of agricultural sciences were analyzed.It puts forward countermeasures and suggestions to further improve the ideological understanding of information disclosure， optimize the construction of open platforms， standardize the content of information disclosure， and improve the long-term mechanism of information disclosure， in order to provide reference for the standardized construction of information disclosure by the provincial academy of agricultural sciences in the new era.

信息公开是指国家行政机关和法律法规以及规章授权和委托的组织，在行使国家行政管理职权的过程中，通过法定程序和规定形式，主动将政府或者企事业单位信息向公众公开，或者依据申请向特定个人和组织公开的制度[1]。它对于保障人民主体地位、发展社会主义民主政治、推进国家治理能力现代化、加快建设法治政府具有重要意义[2]。早在2008年，我国就建立了政府信息公开制度。党的十八大以来，党中央、国务院高度重视政务公开工作，坚持以公开为常态、不公开为例外，遵循公正、公平、合法、便民的原则，推动新时代政务公开不断向纵深发展[3]。2016年，国家和各省市相继出台了《〈关于全面推进政务公开工作的意见〉实施细则》，国务院办公厅先后印发了《关于推进公共资源配置领域政府信息公开的意见》《关于推进社会公益事业建设领域政府信息公开的意见》等文件，从政策层面对信息公开范围、公开内容、公开方式等进行明确。……
