中国自由贸易协定中货物原产地认定标准研究

摘 要：货物原产地认定标准是自由贸易协定的重要组成部分，在我国不断签署与他国自由贸易协定的背景下，研究货物原产地认定标准有利于推动我国对外贸易行业向前发展。本文通过简单阐述货物原产地认定标准的相关概念，就我国自由贸易协定中货物原产地认定标准存在的问题进行分析，并对此提出改进方式。

Research on the Identification Standard of Origin of Goods in China's Free Trade Agreement

Abstract：The standards for determining the origin of goods are an important part of free trade agreements. In the context of China's continuous signing of free trade agreements with other countries， studying the standards for identifying the origin of goods will help promote the development of China's foreign trade industry. This article briefly elaborates the relevant concepts of the standards for the determination of the origin of goods， analyzes the problems existing in the standards for the determination of the origin of goods in China's free trade agreements， and proposes ways to improve it.

1 引言

貨物原产地认定标准已经成为目前我国自由贸易协定的主要研究方向[1]。因此，为保障货物原产地标准正常实行，应提高我国对外贸易企业对于该标准的认识。货物原产地认定标准是一种新兴的准则文件，能够对货物原产地进行科学监测，了解其是否存在贸易隐患。进而根据隐患进行合理规避，提升货物原产地整体贸易效果、贸易效率，促使自由贸易行业的不断发展。

2 货物原产地认定标准的相关概念

2.1 货物原产地

货物原产地，即货物最开始生产的地方。世界贸易组织《货物原产地规则协定》中对货物原产地的概念进行明确界定，货物来源由一个国家或者多个国家提供，则这些国家为货物原产地。在全球化日益扩张的背景下，货物生产通常需要多个国家合作来完成。因此，货物原产地作为联系纽带，逐渐连接产品与产地。
