旅客综合运输服务水平指标体系分析

摘 要：发展旅客综合运输服务对保障经济社会可持续发展的使命重大，旅客综合运输服务体系建设处于重要战略机遇期。旅客综合运输服务水平是衡量交通运输系统完善程度的重要指标，本文提出了旅客综合运输服务水平指标体系的原则和框架，最终通过安全性、及时性、准确性、方便性、舒适性、经济性六个方面构建旅客综合运输服务评价指标体系。

Analysis on the Index System of Passenger Comprehensive Transportation Service Level

Abstract：The development of comprehensive passenger transportation services has a major mission to ensure the sustainable economic and social development， and the construction of comprehensive passenger transportation service systems is in a period of important strategic opportunities. The comprehensive passenger transportation service level is an important indicator to measure the perfection of the transportation system. This article puts forward the principles and framework of the comprehensive passenger transportation service level indicator system， and finally adopts safety， timeliness， accuracy， convenience， comfort， and economy to construct an evaluation index system for comprehensive passenger transportation services in six aspects.

1 引言

旅客综合运输服务是我国交通运输业的重要组成部分，对于方便旅客出行起着十分重要的作用，其服务水平与旅客的出行质量密切相关。因此，对旅客综合运输服务水平进行评价显得尤为重要。本文根据旅客综合运输服务水平的影响因素提出了六个一级指标、十一个二级指标，建立了旅客综合运输服务水平评价指标体系，可以为旅客综合运输的进一步发展提供规划、建设、管理等方面的依据，对整个交通运输系统管理起到积极的推动作用。

2 旅客综合运输服务水平评价问题分析

随着社会经济的发展，旅客综合运输体系也在不断完善。发达国家已经建立起比较完善的旅客综合运输体系，同时其旅客综合运输服务也处于相对比较高的水平。我国人口众多，如何发展旅客综合运输服务，为旅客提供便捷、舒适的出行环境任重而道远，实现一次购票、全程服务的旅客综合运输服务模式具有重要意义，本文在旅客综合运输服务内容中更强调旅客对安全性、及时性、准确性、方便性、舒适性、经济性的感知[1]。……
