集成电路产业综述

摘  要：随着信息技术的不断发展，现代电子信息产业的支撑越来越离不开集成电路产业，由此衍生出各类终端，如互联网、大数据、云计算、物联网、5G通信、AI等一系列产业，在人们生活的各个领域发挥着不可忽视的作用，促使集成电路这一产业成为全球竞争的主流产业。该文详细阐述了集成电路产业发展动态，分析了对集成电路产业的挑战因素，并据此提出了行业发展建议。

Abstract： With the continuous development of information technology， the support of modern electronic information industry is more and more inseparable from the integrated circuit industry. A series of terminals such as internet， big data， cloud computing， internet of things， 5G communication and AI etc.， have been derived from this. These industries play an important role in all fields of our life and make the integrated circuit industry become the mainstream industry of global competition. This paper expounds the development trend of integrated circuit industry in detail， analyzes the challenge factors to integrated circuit industry， and puts forward some suggestions for industry development.

1958年第一颗集成电路的诞生，促进了半导体技术的持续发展，使分立电路迈向集成化发展，直至今日，人们的手机、电脑、各类芯片都离不开集成电路产业的发展壮大，所以现代电子信息产业的支撑越来越离不开集成电路产业[1]，这也让集成电路这一产业成为全球竞争的主流产业。

我国集成电路产业的发展基础较为薄弱，部分环节不具有核心竞争力，依赖进口情况严重，为此很容易遭受外来制裁，受制于人。我国是世界上最大的集成电路消费市场，消费额约占全球一半以上，但自给率却仅仅只有30%。所以，发展集成电路产业已经到了刻不容缓的地步[2]。随着近几年来各方力量的不懈努力，集成电路产业在我国已经呈现迅猛发展的态势。

然而归根到底，任何产业的竞争都是人才的竞争。近几年来，国家相继发布《国家集成电路产业发展推进纲要》《中国制造2025》《新时期促进集成電路产业和软件产业高质量发展的若干政策》[3]等一系列文件及政策大力促进产业发展。……
