菏泽市融入鲁南经济圈一体化发展的战略研究

摘 要：山东省加快鲁南经济圈一体化发展的政策措施，对于突破菏泽、振兴鲁南、培育全省高质量发展新引擎具有重要意义。菏泽市不仅拥有新的发展机遇，也面临一系列挑战和不利影响，必须全面分析、积极应对，努力实现互利共赢、融合发展。该文辩证、系统地分析了鲁南经济圈一体化发展对菏泽的影响，研析了菏泽的比较优势和短板，以产业为突破口提出了融入一体化发展的思路。

Abstract： The policies and measures of Shandong Province to speed up the integration development of southern Shandong economic circle in Shandong Province are of great significance to break through Heze， revitalize southern Shandong and cultivate a new engine of high-quality development in shandong Province. Heze not only has new development opportunities， but also faces a series of challenges and adverse effects. We must comprehensively analyze and actively respond to them， and strive to achieve mutual benefit， win-win and integrated development. This paper dialectically and systematically analyzes the impact of the integrated development of southern Shandong economic circle on Heze， studies the comparative advantages and weaknesses of Heze， and puts forward the idea of integrating the integrated development with industry as a breakthrough point.

山东省2020年6月出台加快鲁南经济圈一体化发展的指导意见，2021年7月发布鲁南经济圈“十四五”一体化发展规划，对于突破菏泽、振兴鲁南、培育全省高质量发展新引擎具有重要意义。菏泽必须抓住用好这一重大发展机遇，在高质量发展轨道上迈出更大步伐。

1鲁南经济圈一体化发展对菏泽的影响分析

1.1有利影响

（1）有利于菏泽适应区域经济协调发展趋势，提升经济综合实力。当前在全国范围内区域经济协调发展的趋势就是要不断推进区域经济一体化[1]。菏泽融入鲁南经济圈，一方面可以发挥比较优势，在生物医药、高端化工等新兴产业和农副产品加工等传统产业上拓展区域合作空间和平台，赢得更大发展。另一方面可以更好地参与鲁南和全省产业分工协作，促进要素优化配置，进一步提升经济综合实力。

（2）有利于促進交通运输网络建设，增强区位交通优势。按照统筹规划、合理布局、适度超前的原则，加强交通、能源、水利、信息等基础设施建设，构建绿色安全高效的现代基础设施体系，形成与鲁南各市联动发展格局。……
