高等院校图书馆与档案馆协调发展问题分析

摘 要：高校图书馆与档案馆存有丰富的文献资料，如何促进二者协调发展，使得丰富馆藏资源得到有效利用，对各高校师生日常学习研究具有极大的助益。目前，我国高校图书馆与档案馆基本处于“各自为政”的状态，并且相互之间协调程度不足，资料文献实际使用率不足，文献资料处于闲置状态的局面较为严重。因此，该文在界定图书馆与档案馆职能基础上，分析了图书馆与档案馆协调发展涉及的四项内容、存在的行政管理体制障碍等相关问题，并进一步提出了完善协调管理机制、提供资金支持等政策建议。

Analysis on the Coordinated Development of Libraries and Archives

in Colleges and Universities

Abstract： There are abundant documents in university libraries and archives. How to promote the coordinated development of the two and make effective use of the rich collection resources is of great benefit to the daily study and research of teachers and students in universities. At present， the university libraries and archives in China are basically in the state of "independent administration"， the coordination degree between each other is insufficient， the actual utilization rate of materials and documents is insufficient， and the situation of literature is serious. On the basis of defining the functions of library and archives， this paper analyzes the four aspects involved in the coordinated development of library and archives， the existing obstacles of administrative management system， and further puts forward some policy suggestions， such as perfecting the coordination management mechanism and providing financial support.

1 高校图书馆与档案馆的职能界定

1.1 高校图书馆

图书馆的主要功能在于收集资料信息，保管文献资料，供大众进行借阅，提供一定空间进行学习。图书馆可以按不同标准进行分类，比如：服务对象可分为市民图书馆和高校图书馆;按行政级别可分为国家图书馆与省市级图书馆;按教育阶段可分为中学图书馆与高校图书馆;按形式可以分为实体图书馆与网上图书馆等类别[1]。高校图书馆建设是各大高校具备办学资质的重要要件之一，为师生提供充足的文献资料是图书馆建设的职责所在。

1.2高校档案馆

高校档案馆的主要功能在于存放保管历史文献资料，对学校建校以来的学校、师生、教学管理等各种重要档案进行收集整理，并一定程度上对全校师生进行开放，提供查阅、有效利用相关史料。……
