信阳市“1+1”产业“五链”耦合路径研究

摘 要：【目的】分析信阳市知识产权管理体系中存在的问题，提出完善的建议，以促进主导产业和特色产业的高质量发展。【方法】以信阳市知识产权管理体系的建构现状为研究对象，结合信阳市“1+1”产业定位，探究知识产权管理体系在信阳市强市建设中的发展。【结果】信阳市知识产权管理体系初步建构、雏形显现。但其起步晚、发展慢、基础较薄弱，且在战略制定与实施体系、过程控制、运营服务、队伍建设等方面短板明显。【结论】按照“加强战略顶层设计—完善过程控制体系—健全运营服务体系—加快形成人才培养长效机制”的逻辑进路，构建完善的信阳市知识产权管理体系，推进信阳市“1+1”产业“五链”耦合发展，提升信阳市“1+1”产业含金量、含新量、含绿量，以强市建设推动强省建设。

Abstract：[Purposes] This paper analyzes the problems existing in the intellectual property management system of Xinyang City， and puts forward some suggestions to improve it， so as to promote the high-quality development of leading industries and characteristic industries.[Methods] Taking the construction status of intellectual property management system of Xinyang City as the research object， combined with the "1+1" industrial positioning of Xinyang City，This paper aims to explore the development of intellectual property management system in the construction of Xinyang City.[Findings] Xinyang City's intellectual property management system has been preliminary constructed and has embryonic form. But comparatively speaking， it started late， developed slowly， and its foundation is relatively weak. Moreover， it has obvious shortcomings in the aspects of strategy formulation and implementation system， process control， operation service and team building.[Conclusions] According to the logical path of "strengthening the top-level strategic design -improving the process control system - improving the operation service system -accelerating the formation of long-term mechanism of talent cultivation"， a perfect intellectual property management system of Xinyang City is constructed， the coupling development of "1+1" industry and "five chains" is promoted， and the gold， new and green content of "1+1" industry in Xinyang City is improved which promotes the construction of strong provinces with strong cities.

0 引言

信陽市“1+1”产业存在着“规模小而散、发展支撑软、壮大后劲弱”“大而不强”“多而不精”等现实问题。这些问题的逻辑成因在于，信阳市知识产权管理体系不健全，创新内在驱动力不足，信阳市“1+1”产业“五链”难以深度耦合，制约了产业的集聚化、高质量发展。保护知识产权就是保护创新，激励创新。通过健信阳市知识产权管理制度体系，形成保护知识产权的强大合力，无疑是破解以上难题的内在要求和应然抉择。但当前，信阳市知识产权管理体系在战略制定与实施体系、过程控制、运营服务、队伍建设等方面存在明显短板。……
