基于 Incopat 的四川省双高院校专利信息统计分析

摘 要：【目的】梳理四川省“双高”高职院校专利信息情况，为提升四川省“双高”院校科技创新能力，提供建议和指导。【方法】利用专利统计方法对“双高”高职院校专利进行专利申请数量、专利申请的类型、专利重要的技术领域分布、专利的法律状态、专利的转让许可这五方面进行系统的分析。【结果】高职院校专利类型中多为实用新型专利，质量较高的发明专利比较匮乏；大多专利失效是由于未缴年费，且授权后专利转让和许可的较少。【结论】高职院校今后应结合各自学校的专业特色，从科研项目、产学研结合、校企合作等多方面做好专利挖掘和专利布局工作，同时应逐步建立完善的知识产权管理制度，提升管理人员的能力，以促进科技创新良性发展。

Absrtact： [Purposes] To sort out the patent information of "double high" vocational colleges in Sichuan Province，to provide suggestions and guidance for improving the scientific and technological innovation ability of "double high" universities in Sichuan Province.[Methods] This paper makes a systematic analysis of the number of patent applications， the types of patent applications， the distribution of important technical fields， the legal status of patents， and the transfer and licensing of patents in“Double-high” vocational colleges by means of patent statistics.[Findings] The patent types of higher vocational colleges are mostly utility model patents， while the invention patents of higher quality are scarce. Most patent lapses are due to unpaid annual fees， and few patents are transferred or licensed after licensing. [Conclusions] In the future， higher vocational colleges should combine their own professional characteristics， and do a good job in patent mining and patent layout from the aspects of scientific research projects， the combination of production， university and research， and school-enterprise cooperation. At the same time， they should gradually establish a perfect intellectual property management system， improve the ability of management personnel， so as to promote the good development of scientific and technological innovation.

0 引言

高等职业教育是国家教育体系中不可或缺的重要组成部分。2019年，教育部、财政部正式公布中国特色高水平高职学校和高水平专业建设计划名单，简称“双高计划”，这是继我国普通高等教育“双一流”后，国家在职业教育领域的一次重要制度设计［1］。

在高职专科院校竞争力评价指标体系中，论文、课题、专利作为科研类别中重要组成部分，其中专利的地位日益显著。专利信息分析是指从大量的专利文献数据中，找出共性特征和其蕴含的规律，為企业、高校等企事业单位提供参考，其中共性特征可以是：申请人国别、地域、申请量、授权量、相同或相似关技术等［2］。……
