Rethinking on Innovative Development and Deepening the Guangdong-Hong Kong-Macao Cooperation in Science and Technology

Abstract:Considering the idea of implementing innovation-driven development strategy nationwide in the new era and the actual development of Hong Kong and Macao technology, the substantial achievements obtained from the Guangdong-Hong Kong-Macao economic development and the special mission of the sustainable Hong Kong-Macao development are analyzed, based on which we propose to renew the concept of development and deepen the cooperation between Guangdong, Hong Kong and Macao in science and technology. To achieve the proposal, we need to make good use of the Guangdong-Hong Kong-Macao realistic foundation of science and technology, grasp the strategic opportunity of “One Belt One Road”, implement the “the public entrepreneurship, the multitude innovation” strategy of the national thirteenth Five-Year Plan, build the Guangdong-Hong Kong-Macao Innovation Circle as a platform for scientific and technological innovation, establish the Guangdong-Hong Kong-Macao Coordinating Development Committee and promote the Guangdong-Hong Kong-Macao cooperation in various fields including talents and technology with the complement advantages, i.e. the good environment of Guangdong and the advanced talent, technological and financial resources of Hong Kong and Macao.

Discourse Construction of Legitimacy in Cross-border Media Acquisition:A Case Study of Alibaba Group’s Takeover ofSouthChinaMorningPost

Abstract:In the context of complicated geopolitics, cross-border acquisitions of media companies easily lead to political assumptions and legitimacy crises related to ideology. Through analyzing the discourse of Alibaba Group,SouthChinaMorningPost(SCMP), media of Hong Kong, Taiwan and Mainland China over the acquisition of SCMP by Alibaba, the research finds that different actors have different discourses about the legitimacy of this event. The media mainly adopt the discourse of “performance legitimacy” rather than “value legitimacy”. When the “value legitimacy” disputes of the takeover focus on the public interest attributes of news media and the independency of news production, media of Hong Kong, Taiwan and Mainland China often connect the acquisition with discourse power and ideology. In order to promote the cooperation between the enterprises of mainland China and Hong Kong media, some suggestions are put forward in this paper.

Development of Innovative Scientific and Technological Industry During the Third Industrial Transformation in Hong Kong

Abstract:Innovative scientific and technological industry, which has been the key industry supported by the government since the return of the region, is the main direction of the third industrial transformation in Hong Kong. The signing of the CEPA has promoted closer economic and trade cooperation between Hong Kong and Mainland for the past 20 years; and the Framework Agreement on Hong Kong/Guangdong Cooperation, the liberalization agreement on trade in services and the foundation of Shenzhen-Hong Kong Innovation Circle have further promoted innovative scientific and technological industry cooperation between Shenzhen and Hong Kong. However, in recent years, the innovative scientific and technological industry of Guangdong, especially Shenzhen, has experienced rapid development, and the developmental level in some areas has exceeded that of Hong Kong. First, the input of Hong Kong innovative scientific and technological industry, including the research and development expenditure and personnel, should be increased; second, Hong Kong has strong scientific research ability, but its commercialization ability of research findings is weak; third, the lack of commercial awareness and manufacturing industry is not good for the development of Hong Kong’s innovative scientific and technological service industry, while the competition with the neighborhoods and some other regions whose innovation ability is strong has made the science and technology of Hong Kong lose its advantage in joining the mainland market. Even so, with the constant promotion of Hong Kong/Guangdong cooperation platform construction, the continuous perfection of the cooperation institutional framework and the opportunity provided by the implementation of “One Belt One Road” strategy, Hong Kong still has its advantage in developing innovative scientific and technological industry, and it would be very helpful to strengthen the scientific and technological cooperation with Guangdong, especially Shenzhen.

Construction of Values and Ecological Dividends of Green Development in China

Abstract:Chinese Green development is not only a response to the global environment protection movements but also the practice and exploration for China to solve serious environmental problems and realize sustainable development of socio-ecological systems. The core value of green development concept is the harmony between man and nature. It guides and restrains people to handle the complex nonlinear relations between social system, economic system and natural system to maintain the holistic value of natural system and make people share the ecological dividends which derive from the integrity of natural system. Meanwhile, green development requires government, companies and citizens to develop green values of protecting the environment to enhance the ecological competitiveness of social governance and stimulate its ecological dividends.

The Organism Paradigm of Green Development and Its Significance

Abstract:The “Simple Development Paradigm”, which once dominated Chinese social ecological systems, is in deep crisis now. The serious environmental problems caused by this paradigm force China to build a new approach related to green development. We believe that the critical steps for solving the contemporary development dilemma of China include focusing on the deep contradictions between the current economic development and environmental protection, taking the new Naturalism which stresses the coevolution of society and ecology as one of the important thought sources, popularizing the new idea of eco-society based on modern system science and complexity research, rebuilding an organism paradigm with the characteristic of sustainability and promoting the continuous evolution of this paradigm in practice.

Chinese Provincial Green Development Level Measurement and Space Evolution

Abstract:According to the national conditions of China and based on the essence of green development, this paper constructs the measurement index system of green development level from green production, green life, green environment and green new politics. Furthermore, China’s provincial green development levels are measured and analyzed using green development index method and exploratory spatial data analysis method. The results show that (1) the green development levels of Chinese provinces are increasing year by year in general, and economically developed provinces and economically underdeveloped fringe provinces tend to have relatively high level green development; (2) the provincial green development levels in China show positive spatial auto-correlation; (3) China’s provincial green development levels present two major gathering areas, one is green development level HH-type gathering area composed of Xinjiang, Qinghai and Gansu, the other one is LL-type gathering area composed of Shandong, Henan, Hubei, Hunan and Anhui.

Research on the New Way of Tourism Poverty Alleviation under the Concept of Green Development——A Case Study of Lian Yang Area, Guangdong Province

Abstract:As studies on the social effects of tourism poverty alleviation are insufficient, this paper analyzes the difficulties of tourism poverty alleviation in “content and form”, “scale and structure” and “external and endogenous explanation” related to new rural construction and their causes, taking Lian Yang area of Guangdong province as an example. The concept of green development is one important basis for the formulation of tourism poverty alleviation policy, and the policy is a cultural governance process with specific problem consciousness and policy orientation. It is a high-order dynamic system, the advanced stage of new rural construction, and is orderly complementary to new rural construction in policy connecting. Tourism green development tries to benefit the least disadvantaged groups to the greatest extent, realize the social function of self-adjustment and develop the urban-rural governance structure of “local tourism”, thus the overall objective of establishing harmonious relationship between human and nature and achieving social progress can come true.

Research on the Effects of Technology Capabilities and Marketing Capabilities on Innovation Performance of Green Enterprises: The Mediating Roles of Green Exploration and Green Exploitation

Abstract:Although it is important for a company to cope with the challenge of environmental sustainability and develop competitive green products, we know little about the nature of firm sustainability practices and activities. This article introduces green exploration and green exploitation, and hypothesizes that the technology and marketing capabilities of a green company could influence its innovation performance through the mediation effects of green exploration and green exploitation. This study empirically tests these hypotheses on a sample of green companies in Foshan, Guangdong province in China. The results indicate that both technology capabilities and marketing capabilities have significant effects on green exploitation, and only marketing capabilities has a significant effect on green exploration. Moreover, green exploitation mediates the influences of technology capabilities and marketing capabilities on green innovation performance simultaneously, and green exploration only mediates the impact of technology capabilities on green innovation.

The Focus Contradiction of Chinese Income Distribution System: Incomes of Peasant-Workers

Abstract:Peasant-workers are a special social group appearing in the process of economic reform and transition to the market economy in our country. They work mainly in secondary and tertiary industries, but meanwhile their lives are closely related with farmland. Their historical origins, life backgrounds and work conditions give them special characteristics different from those of normal working class, and their life styles, hard working spirits and relations with the countryside and farmland decide their labor force value and wages, which have great effects on the value of money and income distribution. Because of the special characteristics of peasant-worker group, almost all the important contradictions of our social economy are shown up in them, such as the contradictions between industry and agriculture, between town and country, between regions and between labor and capital. For these reasons, improving peasant-workers’ economic conditions and increasing their incomes are the key points to solve the problem of China’s excessively big income gap, which involves the comprehensive adjustments of social productive relations. The peasant-worker class is a historical product of Chinese laborer development, and it will progress to the higher stages of the working class in the future. In the process, it is necessary to constantly promote peasant-workers’ social and economic status in the labor relations, help them master the techniques of modern industries and improve their qualities in all directions.

From Surplus Value, Land Rent to the Possession and Allocation of Contemporary Urban Space Resources: Analyzing the Logic and Development of Marx’s Rent Theory

Abstract:To well understand the theory of labor value of classical economics and the development process of rent theory, this paper clarifies Marx’s rent theory and and the background in several aspects. The status and realistic puzzles of ownership in rent theory are carefully analyzed. Moreover, it can be seen from the perspective of spatial political economy that Western Marxism has developed the rent theory of Marx in the new period, new economic form and spatial resource allocation of big cities. In addition, Marxist political economy and rent theory have both advantages and disadvantages in the development of the new era, for example, Marxist political economy can provide some methodological thoughts for social science. Overall, Marxist political economy and rent theory have huge potential and future vitality, so their further development is very urgent.

A Study on Cultural Identity in the Local Curriculum

Abstract:For a long time, in the local curriculum of elementary education stage in China, more attention has been paid to the teaching of knowledge, and the cultural inheritance has somehow been ignored in practice. From the perspective of “cultural identity”, local curriculum should seek cultural identity in the multicultural environment based on the “harmony but not sameness” principle, establish cultural identity in the process of cultural reflection through rational discrimination, and realize cultural identity in cultural construction with the belief of cultural integration and transcendence.

An Analysis of the Phenomenon of Cultural Restriction in Curriculum Implementation

Abstract:In essence, curriculum implementation is an organic process of cultural inheritance, fusion and creation. With the effort and development of cultural creation, the new curriculum development and implementation have encountered thorny phenomena of cultural restrictions, which are mainly shown as the conflict of cultural modes between ideal or official curriculum culture and school practical curriculum culture in the knowledge era, the conflict between unified-ideological curriculum culture patterns and diverse-local curriculum sub-culture patterns in the democratization time and the conflict between Western-individual curriculum culture values and Chinese-collectivistic curriculum culture values in the global context. We call for a correct attitude of respect towards curriculum culture to deal with the above special phenomena and conflicts, and then construct and adopt new principles and methodologies of culture that take cultural creation as the key point, cultural fusion the focus and cultural inheritance the basic stand and starting point.

Interactive Intentionality Research of Curriculum Culture and Teacher-Student Interaction

Abstract:Curriculum culture, which exists in the “intentionality system” with the property of interactive relationship, should be studied deeply from the perspective of intentionality theory. Language is an intermediary of curriculum culture. By language, curriculum adapts to world, world adapts to curriculum, and curriculum and world adapt nothing to each other. With these functions and forms, curriculum builds intentionality relationship between minds and society, and experiences the process from one-way intentionality to interactive intentionality, which includes the characteristics and forms of language system, communication and intention interaction. In the teacher-student relationship, curriculum culture is embodied as “He-Him” echo intentionality, “You-You” dialogue intentionality and “I-Me” public intentionality.

Breaking through Governmental-Civil Dualism: The Reform Path of Guangdong Labor Union

Abstract:The function orientation of Chinese labor union has constantly been criticized by the academic and practical circles, and the academia uses the concept of governmental-civil dualism to analyze Chinese labor union under transition. Labor unions at all levels in Guangdong province, which are facing extreme pressure from workers’ demands for services, should look for breakthroughs continually in the limited political space and protect workers’ rights and interests by various approaches. To break through the governmental-civil dualism and seek for the new orientation under market economic circumstance, labor union needs to break the shackles of administration and official standards. Labor union ought to be neither a part of the party-government system nor semi-government organization.

How Can Entrepreneurship Promote Employment Growth?——Research on the Relationship between Entrepreneurship and Employment Growth and the Time Delay Based on the 1997—2013 Provincial Data of China

Abstract:Currently, domestic and foreign scholars who research on the relationship between entrepreneurship and employment growth mainly have two views:one is that entrepreneurship can promote employment growth,the other one is that the relationship between entrepreneurship and employment growth is not clear. This study adopts the 1997—2013 data of 30 provinces of China to examine the relationship between entrepreneurship and employment growth,and the results show that entrepreneurship can promote employment growth. Further study finds that the driving effect of opportunity-orientated entrepreneurship is more obvious than that of necessity-push entrepreneurship on employment growth, and the entrepreneurship happening in different regions and at different times promotes employment differently. Besides, by an empirical test on the delay time of entrepreneurship driving employment with Almon lag model, it is discovered that entrepreneurship can effectively promote the growth of employment through direct effect;however, because of the two kinds of indirect effects which are substitution effect and growth effect, entrepreneurship reduces employment in the second years, increases employment in the 3rd—4th years, causes employment losses in the 5th—6th years again and re-drives employment in the seventh years. The overall effect of entrepreneurship on employment growth is promotion.

Research on the Risk Prevention Mechanism of China’s Food Safety——Taking X city of Guangdong Province as the Example

Abstract:Nowadays, there are still a variety of hidden dangers existing in China’s food safety risk control. By analyzing the latest empirical research data of X city in Guangdong Province and the theoretical foundation, basic principles, macro structure and micro list of risk control mechanism, we can see that it is necessary to realize the “change” of the public law mechanism, try new risk control methods including Grid-management and List-management thinking and equip diversified risk resolving tools with the new “Internet +” technology as backing to construct China’s food safety risk control mechanism. Thus, the various dangers in China’s food safety can be effectively prevented, controlled and resolved.

2.3.1 水质特征 淖尔处于灌区低洼处,主要承接灌区退水和地下水侧渗水,主要表现为水体中全盐量、pH值、硬度含量高。根据《农田灌溉水质标准》和《微灌工程技术规范》的水质要求,滴灌淖尔盐分超标率为20%~40%波动,盐分含量在527~6 000 mg/L,硬度超标率为85%,含量在200~1 226 mg/L,pH值在7.33~10.24,超标率为5%~40%波动。其中,盐分在淖尔水超标物中处于主导地位,与pH值、硬度具有较高相关性,因此降低盐分含量是滴灌淖尔水质处理的关键[14]。

Research on the Legal Supervision of Online Reservation Platform

Abstract:Online Reservation Platform is a new way of trading which develops with the Internet technology. It can absorb the external network effects of Internet, eliminate information asymmetry and reduce transaction costs. However, because of the uniqueness of online transactions, another level of information asymmetry is triggered, which has led to new regulatory difficulties. To build the social co-governance pattern online reservation platform management mechanism, the supervision of online reservation platform should return to the nature of transactions, integrating different food safety management bodies from the two variables of information and cost. Moreover, based on the information advantages and resource advantages of online reservation platform, the boundary of government supervision and platform supervision should be made clear, the responsibility performing methods of the platform and the identity of the platform should be innovated, and the customers should be transformed into the new management subject by providing them sufficient information advantages. In addition, the relevant provisions should be further refined combined with the local legislation situation to enhance the feasiblity of the system.

The Application of Notarization System in Network Forensics

Abstract:The special value of notarization system and its consistency with the particularity of network evidence make it irreplaceable in network forensics. However, with the fast development of Internet, the traditional mode of notarization has been no longer suitable for the collection and preservation of network evidence. Meanwhile, the legal resources related to the notarization of network evidence in our country are very scarce, which hinders the application of notarization in the network forensics. In the trend of network technology developing rapidly, how to establish a suitable legal system of notarization is a test of the wisdom and determination of legislators. We should make efforts on the establishment of legal procedures and the construction of network notarization center to stimulate the value of notarization system in the age of networks.

Research on the Association Forms of Property Rights of Chinese Ethnic Tourism Resources

Abstract:The development of ethnic tourism resources is one of the economic strategic choices for many ethnic areas, and the clarity of the property rights of ethnic tourism resources is the theoretical basis for realizing ethnic economic development targets. According to the compactness degree between ethnic tourism resources and the established space property rights, the resources can be divided into three association forms: property integration, property crossing and property division. Studying on the theoretical logic between property rights association forms and development mode choices can provide theoretical references and enlightenment for the policy making of the development of ethnic tourism resources.

Pluralism: A Study on the Drung Festival of ‘Kaichangwa’ and Its Enlightenment of a New Methodology

Abstract:Leaded by the local government, Kaichangwa Festival has become the representative Drung festival constructed with Drung people’s participation. With the influence of different ethnic relationships in its history, Drung cultures in different regions diverge greatly. The differentiation of memories towards festival cultures makes the locals show varied emic viewpoints when understanding and accepting this brand-new cultural item which tries to integrate the cultures of different regions. Since the Cultural Others possess different cultures, their etic views become diverse when understanding this cultural item. Therefore, it is of important meaning observing and understanding certain cultural items with the perspective of emic-etic pluralism. From this perspective, ethnography is the interpretation of different cultural owners’ explanation of their diversified cultures.

Analysis of the Trans-generational Transmission of War-engendered Trauma inAnotherWorld

Abstract:Pat Barker, one of the most important contemporary British novelists, has been dedicating herself to the depiction of various kinds of trauma since 1980. In her novelAnotherWorld, she explores how war-induced traumatic memories are transferred from the older generation Geordie to his grandson Nick. Through her narration of the transmission of war-induced trauma from one generation to the next, Barker reveals that World War I has brought great suffering to the British people and implies that personal trauma engendered by war could lead to a collective trauma memory of the whole nation by trans-generational transmission.

Towards Cultural Governance: The Transformation of Tony Bennett’s Cultural Study Theoretical Paradigm

Abstract:Bennett is an important theorist of Contemporary Cultural Studies in Britain, whose early cultural theory basically continued the tradition of British Cultural Studies. After understanding Gramsci and Foucault’s theories and the cultural reality of Australia, Bennett incorporated governance into Cultural Studies and constructed the theoretical and practical paradigm of Cultural Governance. He criticized the metaphysical research of texts, combined culture with power, emphasized the relationship between Aesthetics and Cultural Governance, and highlighted the role of knowledge and discourse in Cultural Governance. In addition to the reflection of Cultural Governance theory, Bennett carried on deep thinking to Cultural Governance practices from aspects like the political and cultural policies and cultural reforms of museums, the intervention of criticism theory and the reading configuration at the same time, strengthening the practicalness and practicability of Cultural Governance.

Abstract:The “shepherd metaphor” in the history of western political thought refers to the governance relationship between monarchs or political leaders and subjects or citizens. With the development of Christianity, a strict system of pastorate was extended from the “shepherd metaphor”, which has profound and lasting influence on western politics. Foucault, a French philosopher, creatively elucidated the “shepherd metaphor” in many of his works and speeches, which led to his concept of biopolitics.

Humanistic Feelings of the Design of Signage System in Urban Commercial Agglomeration Areas

Abstract:The urban signage system is an important part of modern urban construction. Its basic function is to assist people to translocate in a certain space environment. Urban commercial agglomeration areas refer to the various kinds of public space such as streets and buildings that are concentrated in contiguous urban commercial zones. These kinds of public space, which are densely populated with multiple city functions, become the places that the nonnative guests likes to patronize, and they can most manifest the “humanist” urban scientific outlook and concept on development. Therefore, more humanistic feelings should be put into the design of the signage system in this kind of business areas, and humanization should be reflected in every detail of the logo orientation design. To perfectly deal with the details, designers have to take a correct attitude towards the service objects and improve the service quality through innovation.
