连云港作为江苏沿海开发的龙头，徐圩新区如何把握这巨大的发展良机，充分发挥地域和资源优势，创新发展现代钢铁物流，推动连云港钢铁贸易战略转型和物流市场功能实现升级，是连云港社会经济发展中面临一项重大课题。为此，课题组在深入调查研究、查阅资料文献和总结国内外钢铁物流发展经验的基础上，探究连云港徐圩新区发展现代钢铁物流策略，为构筑国家东中西合作发展示范区、循环经济示范区和江苏沿海新型工业基地，打造江苏沿海的经济增长极提供发展思路和参考。

Abstract:Lianyungang is a lead of Jiangsu coastal development.Xuwei New Area how to make this huge development opportunities,geographical and resource advantages into full play,innovation and development of modern iron and steel logistics,iron and steel trade strategy to promote the transformation of Lianyungang and logistics functions to achieve market update,is a major issue facing of Lianyungang socio-economic development.For this,discussion group in-depth research,access to information logistics literature and the review of development experience in steel based on,explore Xuwei New Area development of modern iron and steel logistics strategy.To build the national model's cooperation and development in three of regions,circular economy demonstration areas and new industrial base in the coastal Jiangsu Province.To create economic growth pole in Jiangsu coastal development of ideas and information provided.

1 连云港徐圩新区发展规划概况

1.1 基本概况。徐圩新区位于连云港市城区东南部，是连云港市城市总体规划（2008-2030）“一心三极”的重要组成部分，规划范围总面积约290平方公里，由三部分构成：一是北起烧香河，西至烧香支河，南至善后河、埒子河口中心线（含徐圩湿地），东至海堤路，面积约194平方公里；二是徐圩港区，即沿方洋港闸（以北1.2公里）至埒子河口13公里岸线，规划建成的是双堤环抱式港湾，面积约74平方公里，其中填海形成陆域面积约45平方公里；……
