浅析移动网络建设管理

摘要：当今移动网络建设热潮在国内不断升温，各运营商均在大规模地建设移动网络。其中，无线侧网络建设无疑是移动网络建设的重中之重，该文章对目前移动网络建设的现状进行了研究，站在监理的角度上，提炼无线侧网络建设的经验，对移动网络建设项目管理经验进行总结。

Abstract: in today''s mobile network construction upsurge in domestic increase, all operators are in the large-scale construction mobile network. 随着网络制式的升级，各大运营商3G移动网络建设的如火如荼，3G网络的快速建设，对各大运营商的业务的拓展及安全支撑起着非常重要的作用。大规模的3G网络移动基站的建设，给建设管理工作带来了相当大的压力，在运营商部门人力资源有限的情况下，监理承担了越来越多的建设管理工作。

1“以基站开通为目标”的管理思路形成背景

在传统的分专业监理模式下，不同的工程专业和建设工序各自为战，中间沟通较少，如光缆监理负责人主要以运营商光缆建设主管的要求来开展工作，土建监理负责人主要以运营商土建建设主管的要求来开展工作，设备监理负责人主要以运营商设备建设主管的要求来开展工作。及至发生状况时，协调的环节多，时间长，且主要协调工作量落在建设单位工程建设管理员头上，使得工程管理员工作压力骤增，工程建设不流畅。
