浅谈内河港航基础设施维护项目管理

摘要：内河港航基础设施维护的重要性日渐突出，但维护项目管理水平还不高。从项目的申报、审批程序，到项目实施过程中的资金、质量控制，再到项目完成后的审计结算、绩效考核等，都存在这样那样的问题。要解决这些问题，管理部门就要改变重建设不重维护的观念，完善各项制度，建立维护项目的全过程管理机制，着力提高管理水平，确保内河港航基础设施维护工作高效、有序进行。

Abstract: the inland waterway infrastructure maintenance of the importance of the increasingly prominent, but the maintenance project management level is not high. From the project to declare, examination and approval procedures, to the evolution of a project funds, quality control, and then to after the completion of the project of audit settlement, performance appraisal and so on, there are such problems. To solve these problems, the administration will change heavy construction not heavy maintenance idea, perfect the system, establishing and maintaining the whole process of project management mechanism, and strive to improve the level of management, ensure inland waterway infrastructure maintenance work efficiency, in an orderly way.

内河港航基础设施包括航道、港口及与通航有关的设施，其建设和管理维护工作一般是由地市级港航管理部门负责，业务管理及资金来源一般为上级政府主管部门负责。近几年来，国家大力推进内河港航基础设施建设，各级政府也出台了相关意见；港航建设进入高速发展时期。与此同时，随着各项港航基础设施建成投入使用，维护工作也越来越重要。

一、目前内河港航基础设施维护项目管理中存在的主要问题

（一）维护项目审批程序不规范，计划随意性大

内河港航基础设施维护项目一般包括经常性养护和单项养护，以及抢修等突发情况。其中经常性养护每年变化较小，各地也都出台了相关的规定进行规范，但是单项养护和抢修等情况每年变化较大，不容易进行统一的规范；并且一般维护项目较小，达不到招投标的规模，一般都是报至上级主管部门后批复实施，程序不完善，较难和发改委批复立项、招投标等管理制度衔接。……
