数据处理在电子政务中的应用

摘 要： 经过处理并赋予一定的意义之后，数据便成为信息。发展电子政务需要应用大量的各种类型数据，如何高效、准确地处理数据以获取有用的信息，是大数据时代电子政务所面临的问题。因此，有必要对电子政务数据处理的流程和关键问题进行探讨。通过分析数据处理在电子政务中的作用，得出数据处理系统能够提升政府的信息服务质量，建立电子化政府，为政府重大政策出台提供信息支持，促进政府之间交流的结论。

Abstract： The rapid development of E?government needs to apply various types of large amounts of data， but how to efficiently and accurately extract useful information from these data is still a problem faced by E?government in the era of big data. Therefore， it is necessary to discuss the technical process and key issues of E?government data processing. By analyzing the role of data processing in E?government， some conclusions has been obtained： the data processing system can improve the information service quality of government， help to establish an electronization government， provide an information support for the realization of the government's some important policies， and promote exchanges between governments.

0 引 言

以网络和电子信息技术为代表的现代科技的迅猛发展有力地推动了政府治理和公共服务范式的变革。政府管理理念和公共服务方式产生了巨大的转变，从工业时代的传统政务发展到互联网时代的电子政务。电子政务综合体现了“透明的政府”（Transparent Government）、“无缝”（Seamless）、“一体化的政府”（Integrated Government）和“回应的政府”（Responsive Government），“以公众为中心”（Citizen?centric）、“惠及所有人”（For All）、“变革的政府 ”（Transformational Government）等理念[1]，是一种高效的、信息化的公共服务范式。

信息产业背景下，必须注重数据库的发展和应用，数据库在各类型不同行业的系统中都占据着基础的位置，电子政务系统也一样采用了数据中心的运行方式。在所有的管理信息系统中，电子政务系统是最复杂、最庞大的系统之一[2]，数据来源纷繁庞杂，对这些数据准确分析处理，所获取的信息是政府部门城市管理和决策科学的重要依据。
